The landmark two day strike.
The 2 day strike by the 2.25 lakh BSNL employees, called on by the Forum, demanding immediate
steps for the revival of BSNL, has successfully taken place on 21st & 22nd April, 2015. The strike was
almost 100% in all the circles and on both the days. Offices, Customer Care Centres, Telephone
Exchanges, etc. were deserted from Kashmir to Kanya kumari. The massive participation of the
employees, on both the days of the strike, only shows their concern for the future of BSNL, as well
as their determination to save and strengthen it. BSNLEU heartily congratulates the entire NonExecutives
and Executives for their total participation in the strike, and making it a historic success.
BSNLEU also appreciates the Forum, as well as all the Unions and Associations for organising this
landmark strike. Members of Parliament, belonging to the CPI(M), including Shri Shankar Prasad
Dutta, shri Jitendra Chowdhary, shri A. Sampath, shri A. Karunakaran and shri P.K. Biju raised the
issue of the strike by 2.25 lakh BSNL employees in the Lok Sabha on 22.04.2015. BSNLEU
expresses it sincere thanks to all these members of the Parliaments. Many organizations like the
CITU, Confederation of Central Govt. Employees, All India State Govt. Employees Federation
(AISGEF), All India Insurance Employees Association (AIIEA), etc. supported our strike. BSNLEU
heartily thanks all these organizations for their support and solidarity. All circle secretaries are
requested to send the strike particulars to the CHQ in the prescribed format enclosed herewith.
These particulars are necessary to assess our strength and weaknesses, for taking appropriate
future actions. Hence, it is requested that the particulars may be send to the CHQ, latest by
15.05.2015.
Next course of action.
The BSNL employees are on struggle almost for the past six months, demanding to take steps for
the revival of BSNL. The first notice for indefinite strike from 03.02.2015, was served on
18.11.2014. Later on, the dates were changed and finally the 2 day strike took place on 21st and
22nd April, 2015. When the 2.25 lakh employees of one of the biggest PSUs were on struggle, it is
a shame on the Minister of Communications and the Secretary, DoT, that they could not find time to
meet the trade union leaders and discuss the issues, all these 6 months. We proudly say that India
is the biggest democracy in the world. Can such a pathetic situation prevail for the workers in a
democracy? And fact remains that during all these 6 months the Minister and the Secretary, DoT,
had ample time to meet the corporates of the telecom industry. This attitude of the Narendra Modi
government only underscores the fact that the BSNL employees should get ready for more
sustained mobilisations and struggles to save and strengthen BSNL. The Forum will soon meet and
announce the future course of action.
Central Executive Committee meeting at Dalhousie.
The next Central Executive Committee meeting of BSNLEU will be held from 16th to 18th June,
2015, at Dalhousie in Himachal Pradesh. Notification for the CEC meeting has already been issued.
This is an important meeting taking place after the Kolkata All India Conference. All members of the
Central Executive Committee are requested to attend the meeting without fail. Himachal Pradesh is
a small circle. Inspite of this, the responsibility of holding the CEC meeting has been undertaken by
that circle union. While appreciating the Himachal Pradesh circle union, the CHQ requests the CEC
members not to bring any guest with them to the CEC meeting. This is because the ReceptionCommittee has informed that they are not in a position to provide accommodation and food
arrangements to comrades other than the CEC members.
Observe May Day.
CHQ requests all the circle and district unions to observe this year’s May Day in a befitting manner.
The working people of the country are in the midst of a serious attacks. The Narendra Modi
government is taking speedy steps to curtail the hard won rights of the working class, through
changes in the labour laws. Serious attack is being launched on the Public Sector through a
massive disinvestment programme. While the government is heaping concessions to the
corporates, it has launched an attack on the subsidies meant for the marginalised sections of the
people. The RSS is out to divide the working people on communal lines. Hence, this year’s May
Day should be utilised to highlight the anti-worker and anti-people policies of the Narendra Modi
government and also the necessity to strengthen the unity of all sections of the working people.

BSNL Employees Two Days Strike Complete
The Two Days Strike on 21-22 April 2015 by BSNL Employees demanding immediate action
by the government for the Revival of BSNL was fully participated all over India. More than
95% employees and officers participated in the strike. In circles like Kerala, T.Nadu,
Karnataka, A.P., W.Bengal, Assam, Punjab, Bihar, UP etc. the strike was full with almost all
offices and exchanges closed including customer service centres. In other circles also, the
situation was not much different. The 50,000 plus casual and contract labour engaged in
BSNL also went on strike in support of the demands including regularisation, resulting in
complete stoppage of maintenance work.
The strike call was given by the Forum of BSNL Unions/Associations, which is the umbrella
organisation of the BSNL employees and the BSNL Casual and Contract Workers Federation.
Though the strike notice was served on the BSNL Management and the Department of
Telecom more than one month earlier, no discussion was held with the unions by the DOT
or the Minister Communications, despite direction from the Chief Labour Commissioner.
The meeting held by the BSNL Management in the last moment failed since most of the
items to be settled were in the domain of DOT/Government.
The employees are demanding that the government honour the financial commitments
assured at the time of corporatisation for the loss of providing rural and village
connections, refund of Rs. 6,700 crores due from government for surrender of spectrum
and USOF allotted Rs. 1,250 crores which is with the government for the last 2-3 years and
BSNL service to be made mandatory for central/state government offices etc. BSNL is
unable to purchase equipment like mobile lines, broadband modem, cables etc. which are
most important for providing connections and maintenance, due to the fact that all the
surplus amount of Rs. 40,000 crore with BSNL was taken away by the government on one
count or another and whatever was due to BSNL was not paid.
While the Communications Minister declared that he will not allow BSNL to die, no action
has been taken to support this fully government owned company.
BSNL employees have been on a Save BSNL Campaign for the last six months and a
Memorandum signed by more than 35 lakh people demanding revival of BSNL was
submitted to the Prime Minister. But no action from the government so far. It is under
these circumstances that the employees went on a Two days Strike.
The Forum of BSNL Unions demand the Government to immediately discuss the issues with
the unions/associations failing which the workers will be compelled to continue their
struggle.The Forum congratulates the BSNL employees and contract workers who have made the
strike a complete success.
The 2.5 lakh employees of BSNL, including executives, started their Two Days Strike from
21st April 2015 demanding the government to take immediate action to revive BSNL,
improve its financial viability and for a better service to the people. The twenty points
demands of the strike are mainly intended for the improvement of the BSNL, which was
having a decline in the last few years.
The strike call has been given by the Forum of BSNL Unions/Associations, which is the
umbrella organisation of BSNL employees. Though the notice was given four months back
and the strike deferred twice due to various reasons, neither the Secretary, DOT nor the
Communications Minister could find time to meeting the Forum and sort out the issues.
While the Communications Minister, now and then issues statements supporting BSNL, no
action is taken for the same, making the assurances hollow.
The main demands of the strike are, immediate procurement of equipments like mobile
lines, broad band modem, cables, drop wire, telephone instruments etc. which are essential
for development, expansion and for better maintenance; refund of the charges for the
surrendered spectrum coming to Rs. 6,700 crore, payment of Rs.1250 crore to BSNL which
is already allotted to BSNL in lieu of ADC, liberal subsidy from the USOF for the loss-making
connections provided by BSNL in the lakhs of villages as per the universal service policy of
the government etc. With a view to favour and support the private companies, BSNL is
being ignored and all support to it withdrawn. The government should implement it
assurances to the BSNL, like payment of ADC, Refund of licence fee, liberal subsidy from
USO Fund etc.
New recruitment is required considering the fact that more than 1,50,000 employees have
retired during the last 15 years, with only 30,000 new recruitment. Fresh recruitment is
urgently required. However, the BSNL Management has already taken a decision to make
70,000 workers as supernumerary, with the intention of retrenching them through VRS.
This will seriously affect the services.
The strike will continue on 22

April 2015 also.

NEW DELHI: Unions of state-owned telecom firm BSNL wil go on a 2-day strike from
tomorow to protest against government for not aking concrete action to revive the los
making company.

form of interest and spectrum price. Revival of BSNL is must for interest of consumers,"
Forum of BSNL Unions and Asociations Convener VAN Nambodir told PTI. The forum
claims to represent over 2 lakh employes.
Consumers wil be impacted only in case there are major isues like cable cut or where
manpower is required, Nambodir said.
"Technology has improved a lot so there wil not be much impact on service except in few
cases," he added.
He said the asociation has requested Telecom Minister Ravi Shankar Prasad five times to
met he union on this subject but is yet o get an apointment.
Nambodir said that if BSNL fails then mobile cal rates wil go up in the range of Rs 10-16 as in foreign countries and it is because of
BSNL mobile tarifs are at lower levels.
DoT Secretary Rakesh Garg has agred to met he unions on April 25.
"It is already five months since the Forum isued the strike notice. However, the DoT did not get ime al these five months to hold talks
with the Forum. Now, the DoT has invited the Forum for talks on 25th April. Despite this invitation, the Forum, in its meting held today
morning, decided to go ahead with the strike cal," Nambodir said.
"Government made promises but did not kep it. It gave BSNL notional oan of Rs 7,50 crore in year 200 and tok back Rs 12,50
crore at interest rate of 14.5 per cent. In 2010 spectrum auction, al private operators were given choice to bid in circles of their choice but
BSNL was not given any choice," Nambodir said.
He said the government has not paid it Rs 6,70 crore for the spectrum that company surendered.
"An amount of Rs 1,250 crore, aloted to BSNL in lieu of aces deficit charges for providing los making connections for 2012-13, is stil

exists on MTNL and it should not be transfered on to BSNL. Also, government should buy back 45 per cent stake divested in MTNL
before the merger, he aded.

New Delhi: Unions of state-owned telecom firm BSNL will go on a 2-day strike from Tuesday to protest against government for not taking concrete action to revive the loss making company.

"BSNL has been running in losses to meet government's commitment. In year 2000, BSNL had cash of about Rs 40,000 crore but all the money has been taken by government in form of interest and spectrum price. Revival of BSNL is must for interest of consumers," Forum of BSNL Unions and Associations Convener VAN Namboodiri told PTI. The forum claims to represent over 2 lakh employees.

Consumers will be impacted only in case there are major issues like cable cut or where manpower is required, Namboodiri said.

"Technology has improved a lot so there will not be much impact on service except in few cases," he added.

He said the association has requested Telecom Minister Ravi Shankar Prasad five times to meet the union on this subject but is yet to get an appointment.

Demanding Revival of BSNL
As per the call of the Forum of BSNL Unions/Associations, the BSNL Employees, both executives and nonexecutives
numbering around 2.25 lakhs, will resort to Two Days Strike on 21-22 April 2015 demanding
immediate action from the Government and BSNL Management for the Revival of BSNL.
Bharat Sanchar Nigam Limited was the No.1 telecom company in India and was having an annual revenue
of about Rs.40,000 crore and profit of about Rs 8,000 - 10,000 crore till 2006. The non-implementation of
the government assurances on financial viability, continued cancellation of the BSNL tenders of mobile
equipment, confiscation of the cash balance of the company by the government on one pretext or other,
discriminating BSNL in favour of private companies -all these deliberate decisions have pushed BSNL in to
loss for the last five years.
The government has withdrawn from its assurance to pay ADC, refund of licence fee and liberal subsidy
from the USO fund, for compensating BSNL for the loss of about Rs.10,000 crore per year for providing
services to the villages and rural areas in the country which is as per the universal connectivity policy of the
government. The present loss of the company around Rs. 7,000- 8,000 crore per year will be covered and
there will be profit for BSNL if these assurances are honoured and implemented.
Immediate purchase of various equipments for providing mobile, broadband etc. services are most
important. Sufficient funds are required for the same, which BSNL is not having at present.
An amount of Rs. 6,700 crore is due to be paid to BSNL by Government towards the cost of spectrum, which
the BSNL has surrendered. An amount of Rs. 1,250 crore, allotted to BSNL in lieu of ADC for providing loss
making connections for 2012-13, is still pending payment. The employees are demanding that these two
amounts be paid immediately so that BSNL can purchase required equipment.
The Forum of BSNL Unions/Associations has suggested various proposals for providing better service to the
customers on which also no action is taken.
The Forum also demands that BSNL should start 4G services without any delay. It also has demanded that it
should be made mandatory for the Central/State Governments and PSUs to take BSNL service as was done
in the case of Air India.
The strike Demands submitted by the Forum are mainly intended to improve the services and to better the
financial viability of the company. However, neither the Secretary, Department of Telecom nor the
Communications Minister have so far called the Unions/associations for any discussion or settlement of the
issues. The entire responsibility for the strike and its adverse affect on the services and difficulties to the
public lies upon the Government and the Management.
The Two Days Strike on 21-22 April will start from the mid-night of 20-21 April 2015. We solicit the support
of all in our effort to improve the BSNL services and revive it.

Forum of BSNL Unions / Associations & other Unions/Associations met today morning and after analysing the CMD's meeting held on Friday, 17.04.2015 and unanimously decided to make 100% success of two days nation wide strike on 21.04.2015 and 22.04.2015. Since, most of the demands pertains to DoT/Govt. and till date no initiative has been taken by DoT to hold the meeting with the Forum or to take some initiative for resolution of the demands. All the CHQ Office Bearers/Circle Secretaries/Branch Secretaries and activists of AIBSNLEA are requested to ensure 100% participation in the strike call.

[18.04.2015]No outcome in the meeting between Forum and CMD BSNL.
A meeting took place yesterday the 17-04-2014, between the Forum and the CMD BSNL. There is no outcome on any issue. The CMD BSNL requested the leaders to defer the strike, so that a meeting can be held with the Secretary, DoT.  The Secretary, DoT has gone on a foreign tour and will be returning only on the evening of 20th April.  The CMD BSNL could not give any assurance that the meeting with the Secretary, DoT, would take place immediately. But, he told that the meeting could take place in 15 days to one month. The Forum replied that the decision would be conveyed after discussion.  The Forum meeting will take place on 20th April. The opinion of BSNLEU is that there is no necessity to defer the strike. However, the matter will be discussed in the Forum meeting and decision will be taken. In the meantime, CHQ requests the circle and district unions to keep the mobilisation for the strike in full tempo.
