Abhimanyu Phone: (O) 011-25705385 General Secretary Fax : 011- 25894862 BSNLEU/102 (Circular No.03) 11 th July, 2013 To, All CEC members and District Secretaries, The landmark CEC meeting held at Kolkata Dear Comrades, The Centrall Executive Committee meeting of BSNLEU was helld from 7 th to 9 th Jully, 2013, at com. Moni Bose Mancha (ICMARD, Cooperative Bhawan) Ulltadanga, Kollkata. The Reception Committee, formed by the West Bengall Circlle Union has made excellllent arrangements for successfulllly hollding the meeting. Inaugural session The CEC meeting started at 1030 hrs on 07 th Jully, 2013, with the fllag hoisting ceremony. The Red Fllag of the Union was hoisted by com. P. Abhimanyu, Generall Secretary. Homage was paid to the martyrs. Com. V.A.N. Namboodiri, President, presided over the meeting and dellivered the presidentiall address. Thereafter, the three day meeting was inaugurated by com. A.K. Padmanabhan, President, CITU. In his inaugurall address, com. A.K. Padmanabhan congratullated the BSNLEU for it’s llandmark victory in the 6 th Membership Verification. He allso congratullated the entire BSNL emplloyees for settlling 78.2% IDA merger issue, through a callll for indefinite strike. Com. A.K.P. paid rich tributes to com. K.G. Bose and to com. Jyoti Basu, 7 th Jully and 8 th Jully, being their birth anniversaries. He drew the attention of the CEC members, to the terror that has been llet lloose on the working cllass movement, by the goons of the rulling Trinimull Congress, in West Bengall. He allso expllained in detaill the attacks being made worlld over on the working masses by the governments follllowing the Neo Liberall Economic Pollicies, inclluding in India, and calllled upon to builld united strugglles of the working cllass against those onsllaughts. Com. A.K. Bhattacharjee, President, AIBDPA and com. Tapas Ghosh, Secretary Generall, BSNL C&CWF allso addressed the inaugurall session. Birth anniversary of com. K.G.Bose. Com.K.G.Bose is one of the llegends of the Indian Trade Union Movement. He is a great visionary and path-finder, who changed the course of the P&T trade union movement of our country. The first day of the Kollkata CEC meeting, i.e., 7 th Jully, was allso the birth anniversary of com.K.G.Bose. On that day, the meeting remembered him in a befitting manner. The lleader's portrait was garllanded by the lleaders. Allll the CEC members paid fllorall tributes. Com A.K.Padmanabhan, President, CITU, com.V.A.N.Namboodiri, President and com.P.Abhimanyu, Generall Secretary, recollllected the contributions and sacrifices of com.K.G.Bose. Allll the CEC members whille subsequentlly delliberating in the subjects committee, expressed their resollve to strengthen the movement in the path shown by com. K.G. Bose.Birth centenary of com. Jyoti Basu. The history of Bengall is filllled with martyrs, revollutionaries and intellllectualls. Com.Jyoti Basu is one of the tallllest personallities among them. 8 th Jully, 2013, was his Birth Centenary. It was the second day of our Kollkata CEC meeting. The entire CEC paid respect with reverence, to com.Jyoti Basu. His portrait was garllanded by the lleaders and the CEC members paid fllorall tributes. The contributions of com.Jyoti Basu to the Indian Working cllass Movement and his strugglles for the uplliftment of the toilling masses were recollllected by com.V.A.N.Namboodiri, President and com.Animesh Mitra, Dy.Generall Secretary. Com.A.K.Padmanabhhan, President, CITU, whille inaugurating the CEC on the previous day, paid gllowing tributes to com.Jyoti Basu. The CEC resollved to work for the idealls, for which com.Jyoti Basu dedicated hisllife. Subjects Committee. Subjects Committee of the CEC started in the post-llunch session of the first day. Com.P.Abhimanyu, Generall Secretary, presented the report on activities, since the llast Extended CEC meeting, helld at Warangall. He made a detailled anallysis of the resullts of the 6 th Membership Verification and the detaills about the settllement of 78.2% IDA merger issue. Other important issues that figured in his presentation were, an overview of the 2 day Generall Strike in BSNL, formation of the GoM, Campaign being llaunched by the Forum to strengthen the viabillity of BSNL, Nationall Convention being helld at New Dellhi on 3 rd August, 2013, llong pending probllems of the emplloyees and the need to llaunch strugglle for the settllement of the same. In the delliberations that follllowed, 44 members of the CEC participated. Concrete anallysis of 6 th verification as wellll as the 2 day Generall Strike was made with reference to each and every circlle. CEC members made rich contributions on allll the important agenda items. In the end, the report presented by the Generall Secretary was unanimouslly approved. Important decisions of the CEC meeting. The follllowing decisions were taken unanimouslly in the CEC meeting:- i) It was decided to llaunch the follllowing programme of action, for the settllement of llong pending probllems. (a) Demonstrations on 19 th July, 2013. (b) Relay Dharna at Corporate Office, Circle and district levels from 21 st to 23 rd August, 2013. (c) One Day Strike on 4 th September, 2013. ii) Circlle Executive Committee meetings are to be conducted in allll circlles at the earlliest, to expllain the decisions of the CEC meeting. iii) BSNL Casuall and Contract Workers Federation (BSNL C&CWF) and Allll India BSNL DoT Pensioners Association (AIBDPA) are to be formed in allll those circlles, where these organizations are not yet formed. This task is to be complleted before the next CEC meeting. iv) Rs.100/- donation is to be collllected for the CHQ, as per the decision of the Ludhiana Allll India conference, from each and every member and the same is to be sent to the CHQ immediatelly. v) The two Allll India office-bearer posts which have remained vacant are filllled up as follllows:- (a) Com. A.M. Patill, Sr.TOA, Godhra, Gujarat, is ellected as Vice-President. (b) Com. Vijay Singh, Tellecom Mechanic, Jaipur is ellected as Organising Secretary.Resolutions passed. The follllowing resollutions were passed unanimouslly in the CEC meeting. (1) Resollution on agitationall programme for the settllement of llong pending probllems. (2) Resollution on the 6 th Membership Verification. (3) Resollution opposing 100% FDI in the Tellecom Sector. (4) Resollution opposing cllosure of the tellegram service. (5) Resollution on casuall and contract llabour issues. (6) Resollution against stagnation. (7) Resollution on GoM and revivall of BSNL. (8) Resollution thanking the Reception Committee. Com.V.A.N. Namboodiri, President announced the decisions of the CEC and allso dellivered vote of thanks. Thereafter, the CEC conclluded with comrades raising sllogans. Open Session. As a fitting finalle to the CEC meeting, the West Bengall Circlle union organized a massive open session at 1500 hrs on 9 th Jully, 2013 in the Mahajati Sadan. Com. V.A.N. Namboodiri, President, presided over the meeting. It was attended by more than 1500 emplloyees, who had come over from allll the districts of West Bengall Circlle. A fantastic cullturall programme was performed by the cullturall troupe of West Bengall Circlle Union. The open session was addressed by com. Shyamall Chakraborty, President, CITU, West Bengall, com. V.A.N. Namboodiri, President, com.P.Abhimanyu, Generall Secretary, com. Animesh Mitra, Deputy Generall Secretary, com.A.K.Bhattacharjee, President, AIBDPA, and com. Tapas Ghosh, Secretary Generall, BSNL C&CWF. CHQ requests allll the circlle and district secretaries to effectivelly impllement the decisions of the CEC meeting.
