Final round of talks between the United Forum and the BSNL Management took place at 1600 hrs yesterday the 18.10.2013. Com. P. Abhimanyu, GS, BSNLEU, Com. V.A.N. Namboodiri, President, BSNLEU, Com. Suresh Kumar, GS, BSNL MS and Com. R.L. Moudgil, AGS, BSNLEU, represented the United Forum. The Management Side was represented by Shri A.N. Rai, Director (HR), Shri R.K. Goyal, GM (Estt.), Shri Neeraj Verma, GM (SR) and Shri Satish Wadhwa, DGM (SR). The following is the final status of the issues discussed (including the discussion that took place on 17.09.2013). (1) Correct implementation of the NEPP. (a) As regards the Sr.TOAs who were depromoted from 7100 scale to 6550 scale on opting for NEPP, we demanded that they should be retained in 7100 scale. Management agreed to favourably consider this. (b) Our demand that pay scale upgradation of TTAs w.e.f. 01.10.2000 and pay scale upgradation of Drivers should not be treated as promotion under NEPP is accepted. (c) Our demand that the conversion of LDCs to TOAs should not be treated as promotion under NEPP is accepted. (d) As regards average entries for eligibility to promotion under NEPP, the following is accepted. i. For promotions from NE-I pay scale to NE-5 pay scale, 5 average entries will allowed instead of the present 4 average entries. (This means promotion will be given, even if officials are given average entries for all the five years of review). ii. For promotions from NE-5 pay scale to NE-8 pay scale, 4 average entries will be allowed instead of the present 3 average entries for SC/ST employees. For OC employees 3 average entries will be allowed instead of the present 2 entries. iii. For promotions from NE-8 pay scale to NE-10 pay scale, 3 average entries will be allowed to SC/ST employees, instead of the present 2 average entries. For OC employees, 2 average entries will be allowed instead of the present 1 average entry. iv. Our demand that post based promotions given after 01.10.2000 should not be counted as promotion under NEPP was however not accepted. (2) Implementation of E 1 pay scale This is being submitted for the approval of the Management Committee, which is meeting next week. (3) Change of Designations. (a) This will be submitted for the approval of the Management Committee in it’s meeting to be held on 30.10.2013. (b) Representation to BSNLEU in the various committees. Our demand that BSNLEU should be given representation in various committees to be formed, in the 9:5 ratio is accepted. (4) Salary reduction of the employees appointed on or after 01.01.2007. The Committee, consisting of the 3 GMs which was formed to study the issue is giving a positive recommendation shortly. (5) Stagnation. Elaborate discussion took place on this issue. However, our demand that the pay scales from NE-2 to NE-5 should be merged, to settle the stagnation problem was not accepted, on the plea that merger of pay scales would not be accepted by the government.(6) Regular JTO promotion to the officiating JTOs. Management accepted to promote all the officiating JTOs as regular JTOs, by creating super numerary JTO posts. (7) Settlement of anomalies of the 1 st Wage Revision. We demanded that based on the Hon’ble Ernakulam CAT judgement, the pay of all the affected seniors should be stepped at par with their juniors. Management Side said that based on the inputs received from Kerala and AP Circles, settlement of the case will cost the Company to the tune of Rs. 90 crore. After prolonged discussion Management made the following proposals. (a) In respect of the serving employees, stepping up at par with junior will be done prospectively and the proposals will be sent for DoT’s approval. (b) As regards the cases of the employees who are already retired, it will be dealt with in the manner that DoT deals with the pension revision based on 78.2% IDA merger, in respect of those who retired between 01.01.2007 to 10.06.2013. (8) Revival of telecom factories. BSNLEU has already demanded that the telecom factories should be revived, by starting the manufacturing of items such as telephone instruments, batteries, modems, PLB pipes, OFC, etc. In this regard, Management Side gave the following status:- (a) With a view to manufacture telephone instruments in our factories, the Mumbai factory has developed a prototype instrument, which is undergoing the final stage of evaluation. (b) The proposal to manufacture modems is dropped, since it requires the collaboration of a foreign company. (c) Machines are purchased in Kolkata and Jabalpur factories for manufacturing PLB pipes. This is in addition to the machines already hired for the purpose. (d) Management wants to manufacture OFC accessories in our factories. A tender floated for this has flopped. Retendering is being done. (e) Management intends to engage a private company to manufacture batteries in our factories. (We did not agree with this proposal.) (9) Relaxing the eligibility conditions to appear the TM, TTA, JTO and JAO exams. Management Side stated that presently the amendment of TTA Recruitment Rules is under consideration. They will finalise the same after discussion with the unions. Thereafter amendment of JTO etc. will be taken up. We strongly demanded that the qualifying service for JTO LICE should be reduced to 5 years. Management side agreed to examine this. (10) (a) Revision of pension in respect of those who retired between 01.01.2007 and 10.06.2013, based on 78.2% IDA merger. Management has already accepted to take up the issue with the DoT. A DO letter from the CMD on this matter is being sent to the DoT. (b) Payment of arrears to the serving employees, on 78.2% IDA merger. We have demanded that the clause in the DoT order dated 10.06.2013, which denies payment of arrears to the serving employees, should be removed. Management is taking up this issue also with the DoT.(11) Compassionate Ground Appointments. Management agreed to review the cases which are rejected, despite the candidates getting high weightage points. The CGA issue will further be discussed in the forthcoming National Council meeting. (12) Regularisation of the left out TSMs and Casual Labourers. Management Side said that this cannot be done in view of the judgement of the Hon’ble Supreme Court. (13) Productivity Linked Incentive (PLI). We demanded that BSNL should evolve a new PLI formula, based on the DPE letter which says that PLI is not connected with the profitability of the PSU. Management Side agreed to examine this demand. However, they did not accept our demand that one month’s pay should be paid as adhoc PLI, pending finalization of the new PLI formula. (14) Issuing of Presidential Orders in respect of the employees whose training started during DoT’s time, but appointed after formation of BSNL. Management Side said that this case has again been sent for the consideration of the DoT. (15) Option for pay fixation on promotion, on the date of next increment, which fell after 01.10.2000. Management Side informed that this case is rejected by the DoT. (16) Upgradation of pay scales of Sr.TOA, TM, etc. We pointed out that these demands are pending in the promotions committee and demanded that discussion should be started on them. Management Side agreed to look into it. (17) Filling up of back-log SC/ST vacancies. Management Side gave the following status. (a) Special drives were conducted in 2011 and 2012 to fill up the back log vacancies in TTA cadre. (b) Exams were conducted for TM cadre in 2011 and 2013. Any information given by the Union regarding unfilled SC/ST vacancies would be looked into. (c) In JTO cadre, LICE is conducted only this year, for which results are not fully declared. (18) Implementation of reservation in NEPP. This is not accepted, since reservation is available only in post based promotions, as per orders of Hon’ble Supreme Court. (19) Relaxation in qualifying marks for SC/ST employees in Departmental Promotion exams as per DoP&T orders. As per the decision of the National Council, BSNLEU has submitted a memorandum and has held discussion with the Sr.GM (Rectt.) on 31.01.2013. We bitterly complained that the points raised by the Union, with regards to the non-implementation of the DoP&T orders were totally ignored by the Recruitment Branch. For this, the Management Side replied that the complaint of the Union would be appropriately looked into. (20) Revision of the wages of casual labour and TSMs, based on IDA pay scale. This demand is not accepted. (21) Promotion through personal upgradation, of the officials who have completed TM training. Though Management did not accept this demand, they assured to do the needful, if information is provided regarding the details of employees who are awaiting promotion.(22) Review of the JAO and JTO results. We demanded that the results of the JAO and JTO, for which exams were conducted recently should be reviewed, by relaxing the qualifying marks. This demand was not accepted and Management told that fresh exams will be conducted to fill up the left out vacancies. (23) Fresh recruitment of staff. We demanded that Management should make fresh recruitment, since employees are retiring in bulk and acute shortage is there in some cadres. Management Side agreed that fresh blood should come into BSNL. This issue will be further discussed. (24) 5 day / 40 hrs. week. This demand is not accepted. (25) Pensionary benefits of Direct Recruited employees. We have already submitted our proposal in writing. Management side said the Committee formed for the purpose will submit it’s report next week. (26) Giving chance to Non-Executives to appear MT exam. This demand is not accepted. (27) Restoration of LTC, leave encashment on LTC, and medical allowance. This issue was discussed. However, the demand is not accepted in view of the strained financial position of the Company. (28) Payment of minimum wage to contract workers, on par with the wages of the cadres whose work they are doing. This demand is not accepted. (29) Implementation of labour laws in respect of minimum wages and social security measures like EPF, ESI etc. for contract workers. We brought to the notice of the Management that large scale violation is taking place in the implementation of the labour laws, in respect of minimum wages and social security measures such as EPF, ESI etc. Management Side replied that a number of orders have already been issued by the Corporate Office in this regard. They assured to take action on specific cases of violation, if they are brought to their notice. (30) Revision of allowances. The issue was discussed. Com.P.Abhimanyu, GS, com.VAN.Namboodiri, President, com.Animesh Mitra, Dy.GS, com.R.K.Kohli, GS, NFTBE and com.Thomar, AGS, BSNL MS, represented the United Forum. The Management is represented by shri.A.N.Rai, Director (HR), shri R.K.Goyal, GM (Estt.), shri. Neeraj Verma, GM (SR), and shri Satish Wadhwa, DGM (SR). The talks took place for 3 hours. At the outset, the Director (HR) stated that the financial position of the Company continues to be worrisome. The leaders of the United Forum stated that they were very serious about the improvement of the viability of the Company and suggested that the Management should come with concrete proposals regarding the role to be played by the unions in this regard. Thereafter, the following issues were discussed. 1 ) It was demanded that the stagnation issue should be immediately resolved by implementing the merger of the lowest 5 payscales, ie., from NE 1 to NE 5. 2 ) It was demanded that the wage reduction issue should be settled without further delay, by granting 5 extra increments, as was given to the JTOs and JAOs. 3 ) - a ) It was demanded that the agreement signed between BSNLEU and Management on 31.01.2013, in respect of change of designations of Regular Mazdoors and Telecom Mechanics should be implemented immediately. b ) Immediate discussion shoulld start for change of designations of the cadres of Sr.TOAs and TTAs. c ) Representation should be given to BSNLEU in the reconstituted Designations Committee, as well as in other committees to be formed in future, in the 9:5 ratio. 4 ) As regards proper implementation of the agreement signed between BSNLEU and the Management on NEPP, it was strongly demanded that post based promotions should not be treated as part of NEPP. As regards the other demands connected with NEPP, it was agreed that the same would be further discussed with the GM (Estt.) 5 ) Order on introduction E1 payscale should be issued immediately. 6 ) As regards Compassionate Ground Appointments, the leaders bitterly complained about the denial of appointment to genuine and deserving cases. Further, it was strongly demanded that Management shoulld issue revised guidellines to CGA, as has allready been assured in the Nationall Council. 7 ) It was pointed out that in the DoT order issued on 10.06.2013, on 78.2% IDA merger, it has been mentioned that no arrears would be paid. The leaders pointed out that this clause of the order is contrary to the agreement signed between the unions and the Management on the subject. They told that this has created problem in the revision of pension of those who have retired after 01.01.2007, and strongly demanded that BSNL Management should take up the issue with the DoT for cancellation of this clause8 ) The issue of regularisation of left out casual labourers, especially the case of West Bengal circle was raised, and it was demanded that Management should take immediate steps to settle this issue. The Director (HR) assured that all the above demands would be seriously looked into and appropriate action would be taken. Due to paucity of time other issues could not be discussed. However, he assured that those issues would be discussed on 4 th October and appealed to the leaders not to resort to the proposed one day strike. The United Forum will meet shortly and will take stock of the situation. CHQ appreciates the positive attitud shown by the Director (HR) during the discussion. At the same time, it is made very clear that a decision on the strike greatly depends upon the action that the Management is going to take on the issues that were discussed in the meeting. Hence, circle and district unions are requested to continue with serious preparations for the strike. A Group of Ministers (GoM) on revival of BSNL and MTNL today decided to refund the money paid by the state-run players for surrendering BWA spectrum worth more than Rs 11,000 crore. The GoM, headed by Finance Minister P Chidambaram, also took a decision on providing pension to MTNL employees, which is likely to cost about Rs 570 crore a year. "The Group of Ministers took firm decisions, one in relation to pension of MTNL employees, the second in relation to the spectrum that was allocated both to BSNL and MTNL in the 2.5 GHz band and one other small issue," Telecom Minister Kapil Sibal told reporters here. He said the decision will now be taken to the Cabinet for approval. As per BSNL, there is no business case at such a high cost of spectrum. The government had given the spectrum to both companies, which paid auction prices for the airwaves. "I think that having resolved these issues and if the Cabinet approves, I think that both BSNL and MTNL will be on course (to profitability)," Sibal said. MTNL shares surged 19.92% to Rs 15.35 at the close on the BSE today. Both MTNL and BSNL had requested the government to refund the amount they paid in 2010 for Broadband Wireless Access spectrum, used to provide 4G data services. According to sources, BSNL has sought Rs 6,724.51 crore for return of BWA spectrum fee while the amount for MTNL was about Rs 5,700 crore. With regard to the pension liability of MTNL staff, which will cost Rs 570 crore annually, the state-run company will pay Rs 170 crore while the rest will be paid by the government. MTNL's net loss widened to Rs 5,321.12 crore in the financial year 2012-13 from Rs 4,109.78 crore in FY'12. Sources said BSNL's losses are expected to be around Rs 8,198 crore for the last financial year. High wage costs had been a major reason for these companies running into losses. Overall, salary and pension expenses of MTNL employees form 103% of revenue while for BSNL the same stands at 49%. Moni Bose Mancha (ICMARD, Cooperative Bhawan) Ulltadanga, Kollkata. The Reception Committee, formed by the West Bengall Circlle Union has made excellllent arrangements for successfulllly hollding the meeting. Inaugural session The CEC meeting started at 1030 hrs on 07 th Jully, 2013, with the fllag hoisting ceremony. The Red Fllag of the Union was hoisted by com. P. Abhimanyu, Generall Secretary. Homage was paid to the martyrs. Com. V.A.N. Namboodiri, President, presided over the meeting and dellivered the presidentiall address. Thereafter, the three day meeting was inaugurated by com. A.K. Padmanabhan, President, CITU. In his inaugurall address, com. A.K. Padmanabhan congratullated the BSNLEU for it’s llandmark victory in the 6 th Membership Verification. He allso congratullated the entire BSNL emplloyees for settlling 78.2% IDA merger issue, through a callll for indefinite strike. Com. A.K.P. paid rich tributes to com. K.G. Bose and to com. Jyoti Basu, 7 th Jully and 8 th Jully, being their birth anniversaries. He drew the attention of the CEC members, to the terror that has been llet lloose on the working cllass movement, by the goons of the rulling Trinimull Congress, in West Bengall. He allso expllained in detaill the attacks being made worlld over on the working masses by the governments follllowing the Neo Liberall Economic Pollicies, inclluding in India, and calllled upon to builld united strugglles of the working cllass against those onsllaughts. Com. A.K. Bhattacharjee, President, AIBDPA and com. Tapas Ghosh, Secretary Generall, BSNL C&CWF allso addressed the inaugurall session. Birth anniversary of com. K.G.Bose. Com.K.G.Bose is one of the llegends of the Indian Trade Union Movement. He is a great visionary and path-finder, who changed the course of the P&T trade union movement of our country. The first day of the Kollkata CEC meeting, i.e., 7 th Jully, was allso the birth anniversary of com.K.G.Bose. On that day, the meeting remembered him in a befitting manner. The lleader's portrait was garllanded by the lleaders. Allll the CEC members paid fllorall tributes. Com A.K.Padmanabhan, President, CITU, com.V.A.N.Namboodiri, President and com.P.Abhimanyu, Generall Secretary, recollllected the contributions and sacrifices of com.K.G.Bose. Allll the CEC members whille subsequentlly delliberating in the subjects committee, expressed their resollve to strengthen the movement in the path shown by com. K.G. Bose.Birth centenary of com. Jyoti Basu. The history of Bengall is filllled with martyrs, revollutionaries and intellllectualls. Com.Jyoti Basu is one of the tallllest personallities among them. 8 th Jully, 2013, was his Birth Centenary. It was the second day of our Kollkata CEC meeting. The entire CEC paid respect with reverence, to com.Jyoti Basu. His portrait was garllanded by the lleaders and the CEC members paid fllorall tributes. The contributions of com.Jyoti Basu to the Indian Working cllass Movement and his strugglles for the uplliftment of the toilling masses were recollllected by com.V.A.N.Namboodiri, President and com.Animesh Mitra, Dy.Generall Secretary. Com.A.K.Padmanabhhan, President, CITU, whille inaugurating the CEC on the previous day, paid gllowing tributes to com.Jyoti Basu. The CEC resollved to work for the idealls, for which com.Jyoti Basu dedicated hisllife. Subjects Committee. Subjects Committee of the CEC started in the post-llunch session of the first day. Com.P.Abhimanyu, Generall Secretary, presented the report on activities, since the llast Extended CEC meeting, helld at Warangall. He made a detailled anallysis of the resullts of the 6 th Membership Verification and the detaills about the settllement of 78.2% IDA merger issue. Other important issues that figured in his presentation were, an overview of the 2 day Generall Strike in BSNL, formation of the GoM, Campaign being llaunched by the Forum to strengthen the viabillity of BSNL, Nationall Convention being helld at New Dellhi on 3 rd August, 2013, llong pending probllems of the emplloyees and the need to llaunch strugglle for the settllement of the same. In the delliberations that follllowed, 44 members of the CEC participated. Concrete anallysis of 6 th verification as wellll as the 2 day Generall Strike was made with reference to each and every circlle. CEC members made rich contributions on allll the important agenda items. In the end, the report presented by the Generall Secretary was unanimouslly approved. Important decisions of the CEC meeting. The follllowing decisions were taken unanimouslly in the CEC meeting:- i) It was decided to llaunch the follllowing programme of action, for the settllement of llong pending probllems. (a) Demonstrations on 19 th July, 2013. (b) Relay Dharna at Corporate Office, Circle and district levels from 21 st to 23 rd August, 2013. (c) One Day Strike on 4 th September, 2013. ii) Circlle Executive Committee meetings are to be conducted in allll circlles at the earlliest, to expllain the decisions of the CEC meeting. iii) BSNL Casuall and Contract Workers Federation (BSNL C&CWF) and Allll India BSNL DoT Pensioners Association (AIBDPA) are to be formed in allll those circlles, where these organizations are not yet formed. This task is to be complleted before the next CEC meeting. iv) Rs.100/- donation is to be collllected for the CHQ, as per the decision of the Ludhiana Allll India conference, from each and every member and the same is to be sent to the CHQ immediatelly. v) The two Allll India office-bearer posts which have remained vacant are filllled up as follllows:- (a) Com. A.M. Patill, Sr.TOA, Godhra, Gujarat, is ellected as Vice-President. (b) Com. Vijay Singh, Tellecom Mechanic, Jaipur is ellected as Organising Secretary.Resolutions passed. The follllowing resollutions were passed unanimouslly in the CEC meeting. (1) Resollution on agitationall programme for the settllement of llong pending probllems. (2) Resollution on the 6 th Membership Verification. (3) Resollution opposing 100% FDI in the Tellecom Sector. (4) Resollution opposing cllosure of the tellegram service. Forum of BSNL Unions/Associations has unanimously decided to donate one day pay to the Prime Minister’s Relief Fund which will gives some relief to victims of recent natural disaster in Uttrakhand, by the donation of employees. The total amount of Rs. Eighteen Crores has been donated by BSNL employees through their salary to Prime Minister's National Relief Fund (PMNRF) for victims of the Uttrakhand calamity. BSNL Unions/Associations has also suggested that an advance by BSNL be immediately given to Relief Fund, without waiting for the collection. "Our 270 BTS (mobile towers) were down till last (Thursday) evening across state. Out of these, we have restored 10 BTS at crucial locations where most of stranded people are located. In next three days most of the BTS will be up and running," BSNL Chairman and Managing Director R K Upadhyay told PTI. He added that BSNL has restored 10 telephone exchanges out of the 72 that were impacted by heavy rains and floods. "The absence of a usable road network has prevented access to the affected areas for movement of the technical teams. Additionally, the lack of electricity means diesel needs to be supplied to the sites on an urgent basis to restart the affected sites and keep the operational ones running," industry body COAI's Director General Rajan S Mathews said. "The fuel stations located in the high altitude regions have been damaged and are running dry, while the unusable roads are preventing the supply of diesel to the affected sites from other places," he added. BSNL said it has restored network at Janki Chatti, Barkot and Phata where most of the people are stuck. As per official estimates, around 50,000 people are stranded at various locations in Uttarakhand. Mathews said bigger issue is of power supply which is impacting the telecom sites that were working. "Special requests have been made to state authorities to make diesel available for mobile tower sites. All the headquarters of telecom companies are closely monitoring situation," he added. BSNL said its mobile tower at Harsil is facing power crisis due to fault in power plant and shortage of diesel. The BSNL CMD said that floods have washed away the optical fibre network due to which network at most of the places is not available. "Around 4 to 5 kilometers of optical fibre cable has been washed away by the flood between Agustmuni and Tilwara. It will take 3 days for us to lay these fibres after which most of the towers will start functioning," Upadhyay said. On the other hand, Department of Telecom has written to District Magistrate of Uttarakashi to help telecom operators in restoration of their network. "As you are aware about present situation of Uttarakashi area where lot of tourist are facing problem due to non-availability of communication network...you are requested to extend each and every possible support to telecom service providers to early restoration of telecom network in affected area," DoT said in its letter. BSNL અને MTNLને ઉગારી લેવાનો કોઈ ઉપાય ખરો ?www.bsnlnewsbyashokhindocha.blogspot.com સંદેશા વ્યવહાર ક્ષેત્રનાં બે ધોળા હાથીઓ ૨૦૧૨-૧૩માં બીએસએનએલની ખોટ રૃ.૮૧૯૮ કરોડ તો એમટીએનએલની ખોટ રૃ.૩૩૦૦ કરોડનાં સ્તરે હતી. બન્ને નિગમોનું ત્રણ-ત્રણ કંપનીઓમાં વિભાજન કરવાથી નાણાકીય સ્થિતિ સુધરી જશે ઃ નિષ્ણાતો દેશના મૂલ્યવાન નવરત્ન સમા બે નિગમોની ગાડી પાટા પરથી ઉતરવામાં ખુદ સરકારે જ મોટી ભૂમિકા ભજવી હોવાનું જણાય છે. ૨૦૦૭-૦૮માં શેરબજારની તેજી ચરમસીમાએ હતી, ત્યારે રોકાણકારો ૧૦૦ અબજ ડોલરનાં વેલ્યુએશનવાળી ભારત સંચાર નિગમ લિ.નાં જાહેર ભરણાની કાગડોળે રાહ જોઈ રહ્યા હતા. માધ્યમોમાં આ ઈસ્યુ આવે તો તેને અભૂતપૂર્વ મોટા ઈસ્યુ તરીકે ચગાવાયો હતો. આ નિગમનાં ફાઈનાન્સ ડીરેકટરે પણ ૨૦૦૮માં જણાવ્યું હતું કે વોડાફોને હચીસન એસ્સાર હસ્તગત કરી અને તેનું મૂલ્ય ૨૧ અબજ ડોલરનું મૂક્યું હતું પણ બીએસએનએલનું વેલ્યુએશન એનાથી ૫થી ૬ ગણું છે તેમણે તો એ વખતે એવા પણ નિર્દેશો આપ્યા હતા કે છ મહિનામાં આઈપીઓ પણ આવશે અને ઈસ્યુ વધુ લંબાય તો વધુ સારા મૂલ્યાંકન મળશે એવી આશા પણ તેમણે વ્યકત કરી હતી. ભારતનાં પીએસયુઓમાં બીએસએનએલનું સ્થાન ત્યારે કેવું હતું એ બાબતે કોઈ બેમત નથી. અને તેથી જ એમાં ડિસઈન્વેસ્ટમેન્ટ સરકારની ઘણી સમસ્યાઓ ઉકેલી શક્યું હોત. જો કે પછીના ૫ વર્ષમાં રાજકીય હસ્તક્ષેપે આ મહામૂલા નવરત્ન પીએસયુની એવી દશા કરી નાંખી કે નવરત્નને તારવા માટે બેઈલ આઉટની જરૃર પડે. આ પીએસયુ અંગે લેવાયેલા ખોટા નિર્ણયો, વિશ્વનાં સૌથી ગતિશીલ ટેલિકોમ બજારોમાંના એકમાં આ નિગમ સમય સાથે તાલ મિલાવી ન શકયાની અસરોના ભાર તળે ભારત સંચાર નિગમ લિમિટેડ દબાઈ ગયું. પરિણામે ૧૦૦ અબજ ડોલરના વેલ્યુએશનના સપનાનું બાષ્પીભવન થઈ ગયું. ૨૦૦૬-૦૭માં બીએસએનએલની કુલ આવક રૃ.૪૦,૦૦૦ કરોડ અને કરવેરા પછીનો નફો રૃ.૮,૦૦૦ કરોડ હતો. આમ ૨૦૦૭ના અંતે બીએસએનએલનું કામચલાઉ મૂલ્ય રૃ.૪૦૦,૦૦૦ કરોડ જેટલું અંદાજાયું હતું. તેની સામે એ સમયે ભારતી એરટેલનું માર્કેટ કેપિટલાઈઝેશન રૃ.૧,૭૦,૦૦૦ કરોડ અને રિલાયન્સ કોમ્યુનિકેશનનું રૃ.૧,૬૦,૦૦૦ કરોડ અંદાજાયું હતુ. જો કે ૨૦૦૭-૦૮ પછી આ પીએસયુના નફામાં ઘટાડો થવા લાગ્યો અને પછીના બે વર્ષમાં તો એ નુકશાનના ખાડામાં ખૂંપી ગઈ. માર્ચ ૨૦૧૨માં પૂરા થયેલા નાણાકીય વર્ષમાં બીએસએનએલની કરવેરા પછીની ખોટ રૃ.૯૦૦૦ કરોડ થઈ હતી. સાથે સાથે આવક પણ રૃ.૨૮,૦૦૦ કરોડ થઈ ગઈ હતી જે ૨૦૦૬-૦૭ની સરખામણીએ ૩૦ ટકાનો ઘટાડો સૂચવતી હતી. બીએસએનએલનાં કર્મચારીઓને લગતા ખર્ચાઓ પાંચ વર્ષમાં આવકના ૨૩ ટકા પરથી વધીને ૪૮ ટકા જેટલા થઈ ગયા હતા. ૨૦૦૭-૦૮માં બીએસએનએલનું કેશ બેલેન્સ રૃ.૪૦,૦૦૦ કરોડથી પણ વધુ હતું એ ૨૦૧૧-૧૨માં રૃ.૨૦૦૦ કરોડ સુધી ઘટી ગયું હતું. જો કે થ્રીજી અને વાયરલેસ એક્સેસ સ્પેકટ્રમની ખરીદી માટેની રકમ ચૂકવાઈ હોવાનું કારણ પણ હતું. આમ પાંચ વર્ષમાં એવું તે શું થયું કે કંપનીએ પોતાનો આઈપીઓ રદ્દ કરી હસ્તી ટકાવી રાખવા સરકારની મદદ માગવી પડી? બીએસએનએલની બાબતમાં નાણાકીય સ્થિતિ વણસવા માટે નબળો વહીવટ, નીતિ-અમલમાં વિલંબ જેવી સરકારની ત્રુટીઓ જવાબદાર હતી. મોબાઈલ સબસ્ક્રાઈબરોનાં બેઝની વાત કરીએ તો આ બાબતમાં આ પીએસયુ પાંચમાં સ્થાને આવી ગયું છે અને એનો માર્કેટ શેર અંદાજે ૧૧.૫ ટકા થઈ ગયો છે. વધતી જતી માગને પહોંચી વળવા આ નિગમ ક્ષેત્ર વિસ્તારી નથી શકતું. આ નવરત્ન પીએસયુના ભાગે પરવડે નહીં એવા લેન્ડલાઈન અને ગ્રામ્ય વિસ્તારનાં મોબાઈલ માર્કેટ જ રહ્યા છે. ખાનગી ક્ષેત્રના મોટા ઓપરેટરોએ તેમની રાજકીય વગ વાપરી બીએસએનએલનાં એક પછી એક વિસ્તરણને ખોરંભે પાડયું હોવાનું મનાય છે. એવી પણ દલીલો થાય છે કે ટેકનોલોજી અપગ્રેડશનમાં આ પીએસયુ નિષ્ફળ રહ્યું છે અને ગ્રાહકોને કાર્યક્ષમ સેવાઓ ન આપી શકવાના કારણે બીએસએનએલે કોર્પોરેટ તથા વધુ એવરેજ રેવન્યુ પર યુઝરવાળો ધંધો ગુમાવવો પડયો છે અને હવે ગુમાવેલો ધંધો કંપનીને પાછો મળવાની કોઈ જ સંભાવના જણાતી નથી. આમ આટલા સારા નવરત્ન પીએસયુમાં ડીસ ઈન્વેસ્ટમેન્ટસની અદભૂત તક તો સરકારે ગુમાવી જ પણ તેના નીતિ-વિષયક મંદવાડના લીધે આ મહાન પીએસયુ માંદગીમાં પટકાયું છે. ઘણા ટીકાકારો આવા સાહસોને સરકારી હસ્તક્ષેપથી મુક્ત રાખવાની સલાહ પણ આપે છે. આ નિગમની નાણાકીય સ્થિતિ અને દબાયેલા વેલ્યુએશન જોતાં એણે આઈપીઓનું સપનું તો અભરાઈએ ચઢાવવું પડશે. ત્રણ લાખ જેટલા કર્મચારીઓને વીઆરએસ આપવા કરદાતાઓનાં પૈસા આ કંપનીએ વાપરવા પડે એવી દશા થઈ ગઈ છે. આગામી ત્રણ વર્ષોમાં રૃ.૫૦,૦૦૦ કરોડનું બેઈલ આઉટ પેકેજ ટર્ન એરાઉન્ડની કોઈ જ અપેક્ષા વગર જરૃરી બની ગયું છે. આમ સરકારનાં એકમોના બિનકુશળ વહીવટ માટે જનતા દંડાય છે અને તેમણે ચૂકવેલ કરવેરાની રકમ ગેરમાર્ગે વેડફાય છે. સમસ્યા માત્ર બીએસએનએલને જ સુધારવી પડે એટલેથી અટકતી નથી, શહેરી વિસ્તારોમાં કાર્યરત એમટીએનએલ પણ મહામાંદગીમાં પટકાયેલી છે તેને સુધારવી પણ જરૃરી છે. છેલ્લા ૬ વર્ષથી આ બન્ને સંદેશ વ્યવહાર નિગમો નુકશાન કરી રહ્યાં છે. અનઓડીટેડ આંકડાઓ મુજબ ૨૦૧૨-૧૩માં બીએસએનએલે રૃ.૮,૧૯૮ કરોડનું અને એમટીએનએલ રૃ.૩,૩૦૦ કરોડનું નુકશાન કર્યું છે. ગુ્રપ ઓફ મિનીસ્ટર્સ આ નિગમોનાં ૩ ભાગ કરી દેવાનો મત ધરાવે છે. પણ જરૃરી વાતો છે પૂરતી સ્વાયત્તતાની અને કામગીરીને યોગ્ય રીતે સમે-સૂતર કરવાની ખાનગી કંપનીઓએ પ્રવેશ બાદ આક્રમક ભાવ નીતિ અને પ્નમોશનલ સ્ટ્રેટેજી મારફત જોરદાર સ્પર્ધા આપવાનું શરૃ કર્યું હતું પરિણામે આ પીએસયુ જોડીની દશા વણસતી ગઈ અને એક તે રેવન્યુમાં ઘટાડો તો બીજી તરફ મંદ વૃદ્ધીના કારણે રિસ્ટ્રકચરીંગ કરવું પડે એવી સ્થિતિ આવી ગઈ. જયાં સુધી રિસ્ટ્રકચરીંગ પુનર્ગઠનને લાગેવળગે છે ત્યાં સુધી બીએસએનએલનું પુનર્ગઠન સરકારના ગ્રામ્ય ફોક્સને અનુલક્ષીને વ્યાજબી ગણાવી શકાશે. ઉપરાંત યોગ્ય રીતે જો રિસ્ટ્રકચરીંગ કરી અમલ કરવામાં આવે તો ગ્રામ્ય વિસ્તારોમાં સંદેશ વ્યવહાર ક્રાંતિનું નવું મોજું ફેલાઈ શકે છે. આ નિગમ પાસે લેન્ડલાઈનમાં ૮૦ ટકા અને બ્રોડબેન્ડ કનેકશનમાં ૯૦ ટકા હિસ્સો છે. એમટીએનએલ દેશનાં સૌથી પ્રગતિ પામેલ શહેરો દિલ્હી અને મુંબઈમાં કાર્યરત છે. આ બન્ને શહેરોમાં પોતાની હેડઓફિસ કે અગત્યની ઓફિસ મારફત લગભગ પૂર્ણ કોર્પોરેટ ક્ષેત્રની હાજરી છે. મહાનગર ટેલિફોન નિગમ લિમીટેડે મેટ્રો શહેરોમાં પોસાય તેવા બ્રોડબેન્ડ કનેકશનની પહેલ કરી છે. સવાલ એ છે કે આ બન્ને મોટા નિગમોને ખરેખર સરકારે ઉગારવા જરૃરી છે? અને જો ઉગારી લેવાના હોય તો તે માટેનો વ્યૂહ કેવો હોવો જોઈએ? સરકાર આ પૂર્વે જ રોકડ ખેંચ અનુભવે છે ત્યારે તેેણે આ વધારાનો બોજો વહન કરવો જોઈએ? નિષ્ણાંતોએ ભલામણ કરી છે કે બન્ને નિગમોને બબ્બે ભાગમાં વહેંચી નવી કંપનીઓ બનાવવી જોઈએ. એક કંપની ટેલિફોન નેટવર્ક માળખા માટેની હોય અને બીજી લેન્ડ ડેવલપમેન્ટ માટે આવી કંપનીઓને બીએસએનએલ અને એમટીએનએલની સબસીડીયરી કંપનીઓ તરીકે ચલાવવી જોઈએ એવું સૂચન પણ કરાયું છે. આમ બીએસએનએલ અને એમટીએનએલ સર્વિસ તથ માર્કેટીંગ કંપનીઓ તરીકે કામગીરી ચાલુ રાખી શકે અને ઈન્ફ્રાસ્ટ્રકચર કંપનીઓ ટાવર, નેટવર્ક અને ટેકનોલોજીનો વ્યવસાય સંભાળવો જોઈએ તે જ રીતે લેન્ડ ડેવલપમેન્ટ માટે સ્થપાયેલી કંપનીઓ સંબંધિત કંપનીની જમીનોનો વહીવટ સંભાળી ધીમે ધીમે આ અકસ્માત વેચી તેનું રોકડમાં રૃપાંતર કરવાની કામગીરી હાથ ધરી શકે. આમ આ બન્ન ે ટેલિકોમ જાયન્ટોની કામગીરી ૩ વિભાગોમાં વહેંચી વધુ પાતળી કંપનીઓ બનાવી દરેક પોતપોતાની મુખ્ય બાબતો પર જ ધ્યાન કેન્દ્રીત કરે એવી વ્યવસ્થા કરી શકાય. ઉફરાંત રિસ્ટ્રકચરીંગના કારણે આવી કંપનીઓની નાણાકીય કામગીરીનું વધુ સારી રીતે મોનીટરીંગ પણ થઈ શકે અન તેમની ફંડીગની જરૃરિયાતને પણ અસરકારક રીતે પહોંચી વળી શકાય. બજારમાં ચાલતી વાતો મુજબ એમ.ટી.એન.એલ. એની ૨,૩૦,૦૦૦ સ્કેવર મીટરની લેન્ડ બેંકનો ફાયદો ઉઠાવી તેનો વ્યાપારી હેતુ માટે તો વધુ ૩,૮૦,૦૦૦ સ્કેવર મીટરનો ગૃહ નિર્માણ અર્થે ઉપયોગ કરવાની યોજના ધરાવે છે. બન્ને કંપનીઓમા વધતા જતા પગારના બિલોને પણ અંકુશમાં રાખવાની તાતી જરૃરિયાત છે. બીએસએનએલનો ૨૦૧૧-૧૨માં પગારનો ખર્ચ રૃ.૧૩,૪૦૬ કરોડનો હતો જેમાં એની અડધી આવક વપરાઈ જતી હતી તેમાં પણ રૃ.૫૦૦૦ કરોડનો ખર્ચ તો ફાજલ વધારાનાં સ્ટાફ પાછળ થતો હતો. આવી સ્ટાફ સંખ્યા ૧ લાખની હોવાનું મનાય છે. એમટીએનએલમાં પણ રેવન્યુના ૧૦૩ ટકા જેટલું કર્મચારી ખર્ચ છે. આની સામે ખાનગી ક્ષેત્રનો વહીવટ વધુ કરકસરપૂર્વક થતો હોવાથી તેમની આવકના માંડ પાંચથી ૧૦ ટકાના પ્રમાણમાં જ પગાર ખર્ચનો આંકડો રહે છે. વાસ્તવમાં પિત્રોડા કમિટીએ વધારાના ફાજલ સ્ટાફને રિટાયર કરવાની, ટ્રાન્સફર કરવાની કે વીઆરએસ આપવાની ભલામણ કરી હતી. સાથે સાથે જ આ કમિટીએ કોઈ ભારતીયને વ્યૂહાત્મક હિસ્સો વેંચવાની અને આઈપીઓ લાવવાની ભલામણ પણ કરી હતી. ડિસઈન્વેસ્ટમેન્ટમાંથી જે આવક થાય તેમાંથી ૧૦ ટકા રકમ સરકારને પરત કરવી જોઈએ અને ૨૦ ટકા રકમનો ઉપયોગ વિસ્તરણ અને કામગીરી અર્થે થવો જોઈએ એવી પણ સલાહ અપાઈ હતી. દેશમાં સૌથી વધુ સ્પેકટ્રમ લશ્કર પાસે છે તેને ફ્રી કરીને દેશમાં ટેલી-ડેન્સીટી (વ્યાપ) વધારવો જોઈએ. આમ તેનાં પ્રોજેકટો માટે જરૃરી કાર્યકારી મૂડીની જરૃરિયાત અને લશ્કરનું સ્પેકટ્રમ ફ્રી કરવા માટે બીએસએનએલે સરકારને સમજાવવી જોઈએ. એમટીએનએલે પણ આક્રમક જાહેરાત અભિયાન દ્વારા પોતાની બ્રાન્ડ વેલ્યુ વધારવી જોઈએ સાથે સાથે જ સેવાની ગુણવત્તા સુધારી એ હાઈ-એન્ડ ક્સ્ટમર્સ ખેંચી શકે અને નોન-વાઈસ સેવાઓમાં તેનો હિસ્સો વધારી શકે ૨૦૧૧માં મુંબઈ દિલ્હી ખાતેની તેની કસ્ટમર કેરની કામગીરીમાં વ્યાપક સુધારા હાથ ધરી એમટીએનએલને આકર્ષક એન્ટરપ્રાઈઝ બિઝનેસ સેગ્મેન્ટ પર ધ્યાન કેન્દ્રિત કરી તેના જીએસએમ નેટવર્ક પર કોલ પૂર્ણ થવાનાં દરમાં સુધારો કરવો જોઈએ એવું આ નિગમને જણાવ્યું હતું. ઉપરાંત કેબલ ટીવી ક્ષેત્રે જઈ એમટીએનએલ એનો પ્રોડકટ પોર્ટફોલિયો પણ વિસ્તારી શકે છે. બ્રોડકાસ્ટ પર પણ એમટીએનએલે ધ્યાન રાખવું જોઈએ. આ બન્ને નિગમો વેલ્યુ એડેડ સેવાઓ અને ઈન્ટરનેટ ટેલિફોની પર ધ્યાન કેન્દ્રીત કરીને આવક વધારી શકે. ટેકનોલોજી અપગ્રેડ કરવા જરૃરી ભંડોળો ઊભું કરવા માટે સરકારે ટેલિકોમ ઈન્ફ્રાસ્ટ્રકચર બોન્ડ બહાર પાડવા જોઈએ એવું સૂચન પણ નેશનલ ઓપ્ટીક ફાઈબર નેટવર્ક પ્રોજેકટનાં રોલ આઉટમાં મુખ્ય ભાગીદાર બનાવવાની ભલામણ પણ કરાઈ છે. વિશ્વ બેંકના એક તાજેતરના અભ્યાસમાં જણાવ્યું હતું કે ટેલિકોમ ક્ષેત્ર-આઈટી ઉદ્યોગનાં વિકાસને જીડીપી વૃદ્ધિ સાથે સીધો સંબંધ છે.વિકાસશીલ રાષ્ટ્રોમાં આ ક્ષેત્રોમાં ૧૦ ટકા રોકાણની અસરરૃપે દેશના જીડીપીમાં ૧ ટકાનો વધારો થાય છે. જાન્યુઆરી ૨૦૧૩ની સ્થિતિ મુજબ ભારતમાં ટેલિ-ડેન્સીટી (પહોંચ) ૭૩.૦૭ ટકા જેટલી હતી. ડિસેમ્બર ૨૦૧૨ની સ્થિતિ મુજબ બ્રોડબેન્ડ ડેન્સીટી માત્ર ૧.૨૧ ટકાની હતી. બ્રોડબેન્ડ કનેકશનમાં બીએસએનએલનો હિસ્સો ૦.૮ ટકાનો હતો. બ્રિટીશ ટેલિકોમમાંથી ધડો લઈ શકાય! ૧૯૮૪માં ખાનગીકરણ કરાયું તે પૂર્વે બ્રિટીશ ટેલિકોમ (બીટી)ની ફિક્સ લાઈન લેન્ડલાઈન કામગીરીમાં કાયદેસર ઈજારાશાહી હતી. બજારના બદલાતા માહોલ અને નિયમન વચ્ચે બીટી ઈ.સ. ૨૦૦૦માં દેવાના ભાર નીચે દબાઈ ગઈ. કંપનીએ પોતાનું અસ્તિત્વ જાળવી રાખવા નવેમ્બર ૨૦૦૦માં મોટા પાયે પુનર્ગઠનની જાહેરાત કરી. કંપનીના ધંધાને બીટી ઈગ્નાઈટ, બીટી ઓપન વર્લ્ડ, બીટી રિટેલ, બીટી હોલસેલ અને બીટી એક્ઝેકટ ટેકનોલોજીમાં વહેંચી દેવાયો. ૨૦૦૧માં સર ક્રિસ્ટોફર બ્લેન્ડને અધ્યક્ષ તરીકે નિમવામાં આવ્યા પછી વોઈસ અને ડેટા માર્કેટ પર ધ્યાન કેન્દ્રિત કરાયું. ૫.૯ અબજ ડોલરનો રાઈટ ઈસ્યુ કઢાયો અને કન્સર્ટ નામનું એટીએન્ડટી સાથેનું જોઈન્ટ વેન્ચર ૨.૪ અબજ પાઉન્ડમાં વેંચીને અને યુકેની અસ્કયામતો ભાડે આપીને પૈસા ઉભા કરાયા. આ પગલાંઓના લીધે પરિણામો દેખાવા લાગતા બીટીની વિશ્વાસનીયતા પુનઃ વધવા લાગી. મોટા પાયે દેવામાં ઘટાડો થતાં બીટીનું ક્રેડિટ રેટિંગ પણ સુધર્યું અને ૨૦૦૧-૦૨માં ટર્નઓવરમાં ૮ ટકાનો વધારો થતાં ટર્ન અરાઉન્ડ પણ જોવા મળ્યું. www.bsnlnewsbyashokhindocha.blogspot.com M -94262 54999 Keywords Government,of,India,in,the,field,of,communication,,BSNL,MTNL, 2 Post Comments

www.bsnlnewsbyashokhindocha.blogspot.com DoT revives BSNL-MTNL merger plan - The Hindu The two firms can together offer common plans for customers on the same lines as competitors The Department of Telecommunications (DoT) has revived its proposal to merge loss-making MTNL and Bharat Sanchar Nigam Ltd. (BSNL). “Merger of BSNL and MTNL into a national telecommunication services company may be considered for strategic and operational synergies,” the DoT has said in a note to the Group of Ministers (GOM), headed by Finance Minister P. Chidambaram. The unaudited financial results for 2012-13 indicate that BSNL would make a loss of about Rs.8,198 crore, while MTNL recorded a loss of Rs.3,335 crore for the April-December 2012 period. According to the DoT, MTNL and BSNL face tough competition from pan-India operators as the latter is in a position to extend benefits to enterprise and business customers, whereas BSNL and MTNL are not able to offer a similar dispensation. “Therefore, a decision on the framework of the PSU licences for considering the networks of BSNL and MTNL as a single entity for provision of services is to be considered and that the payment of charges on account of inter-connection… are avoided,” it said. Further, it added that the two firms could together offer common plans for customers on the same lines as competitors. Through the note, the DoT has proposed short-, medium-, and long-term strategies to “revive and revitalisation” of the two state-run telecom companies. As a part of the proposal, the DoT has also pitched for support for implementation of voluntary retirement scheme for one lakh BSNL employees and 20,000 employees of MTNL to reduce staff cost. The employee cost as a percentage of revenue is over 103 per cent for MTNL and 49 per cent for BSNL compared to the industry average of about 5 per cent, DoT said. The Department has also suggested that government institutions and employees should be asked to use telecom services only from the two PSUs. It has said that reimbursement facility provided to government employees may be made applicable only if they take connection from BSNL or MTNL. Other measures proposed include surrender with refund of BWA (broadband wireless access) spectrum held by BSNL and MTNL, paying Rs.5,925 crore to MTNL as a one-time amount towards settling its pension liabilities, among others. It was formed at Visakhapatnam in Andhra Pradesh, in the National Convention of Telecom Employees held on 21-22 March 2001 in the presence of late Com. E.Balanandan, President, CITU, one of the beloved leaders of the working class. P&T Workers have been unionised since the early part of the 20th century. It was not easy to organise the government employees under the British imperialist rule. It was with great courage and personal sacrifice that Babu Tarapada and Henry Barton organised Postal and Telegraph workers respectively. Despite much harassment and victimisation the unions strengthened, organised struggles and achieved demands. V.G.Dalvi organised the Postal Union in the second decade. The Postmen strike of 1946, which is also treated as part of the Independence struggle, was historic in all sense. Although started on 11th July 1946 as a Postmen strike, within two weeks the entire P&T workers became part of the struggle and also it got support from the freedom movement. 14 out of the total 16 demands could be achieved by the end of the successful strike. This strike gave a new dimension to the movement and the need for unity of the P&T workers was instilled in the mind of the leaders and the workers. Consequently, the leaders of the existing unions discussed and the Union of P&T Workers (UPTW) was formed in 1947 by merger. In 1954, the National Federation of P&T Employees (NFPTE) was formed by realignment by merging all the existing unions in to 9 All India Unions federated with NFPTE at the apex. Com. B.N.Ghosh, popularly called Dada Ghosh, was the first Secretary General of the united organisation. The 5 days glorious strike of 1960 of the Central government employees was brutally supressed by the central government by treating it as a ‘Civil Rebellion’ and imposing the draconian ‘Essential Service Maintenance Ordinance’(ESMO), putting thousands of employees in jail and also dismissing, suspending, terminating and victimising tens of thousands of employees. But his could not deter the Central Government employees movement from going on a successful one day token strike on 19th September 1968 facing similar victimisation, arrests and confinement. As a result of these struggles, the government was compelled to appoint II and III Central Pay Commissions and revise the wages of the employees, formulate rules for grant of dearness allowance when the cost of living index increases etc. In the 1974 strike for Bonus in which the railway workers participated in lakhs and were brutally victimised, in which a part of the P&T employees under the leadership of Com.K.G.Bose participated, though supressed, resulted in the grant of Bonus in 1978 after the Janatha Government was formed at the centre. The difference in NFPTE started mainly on the approach to the issues as also the method to be adopted. One section of the leadership was of the opinion that the government policies need not be opposed but should try to settle the demands through negotiations and compromise only. The other section led by Com. K.G.Bose, N.J.Iyer, Adinarayana and others wanted to organise struggles, if the demands are not settled by the government. In the stiff contest in elections in NFPTE in 1970, the KG Bose group was elected. But the group led by Com. O.P.Gupta floated a parallel list in the next Federal Council and with the connivance of the Minister got recognition. Two NFPTEs functioned for a few years, but the urge for unity resulted in bringing both the groups together and unity was restored by 1976. Consequent to the bifurcation of the P&T Department in to Postal and Telecommunications in 1985, NFPTE was also bifurcated in to NFPE and NFTE. The revisionists led by Com. O.P.Gupta were in the leadership of NFTE. Differences cropped up in the organisation on issues as well as the compromise being made by the leadership including agreement on ban on creation of posts, surrendering posts for promotion etc. As a result, some of the office-bearers in the unions affiliated to NFTE including Coms. Moni Bose, V.A.N.Namboodiri, M.N.Reddy and J.Renganathan resigned from the office bearer posts protesting against the wrong line of the leadership. In the Bhopal All India Conference of the All India Telecom Employees Union Class III, contest took place and OPG leadership was defeated and Coms.V.A.N.Namboodiri and Moni Bose were elected as President and General Secretary respectively with other office bearers. Though the defeat was gracefully accepted by OPG, after six months, in connivance with the DOT, a dispute was created. The two groups of the union continued functioning separately. After the collapse of the USSR, the global political situation changed. The imperialists led by US started dictating and imposing their decisions on the underdeveloped and developing countries. The economic and foreign policies of Indian government also changed. Instead of the socialist pattern of society, the shift started towards capitalist line. The government started implementing the neo-liberalisation policy of Liberalisation, Privatisation and globalisation(LPG). The PSUs, called the ‘Temples of Modern India’ by the first Prime Minister of the country Jawaharlal Nehru, was treated under the new dispension, as the cemeteries of India. PSUs were disinvested and privatised by handing over the same to private companies for paltry sums. Privatisation became the important mantra of the government. The neo-liberalisation policy has its impact on the telecommunications also. Under the New Telecom Policy 1995, for the first time, private telecom companies were formed and the government granted them licence to provide mobile service, while denying the same to the Department of telecom. This was a starting point of discrimination against DOT and later MTNL and BSNL., the telecom PSUs formed as per the new policy of the government. The unions led by Coms. Moni Bose, V.A.N.Namboodiri, P.S.Raman Kutty, Pabitra Chakroborty and others formed a National Action Committee and organised many struggles against the anti-worker policies and decisions of the government. They participated in all the struggles organised by the central trade unions on the demands of the common workers. They also organised two strikes against the proposal of the government to form a telecom corporation carving out of the Department of Telecom. NFTE kept away from these struggles. Despite opposition from the workers and their unions, BSNL was formed on 1st October 2000. The corporatisation was made easy after the revisionist leadership of NFTE agreed for the same on certain assurance like government pension etc. It was the unions which formed the National Action Committee and organised many struggles against neo-liberalisation and privatisation before and in 2000, that called for the National Telecom Convention at Visakhapatnam on 21-22 March 2013. And as stated earlier, BSNL Employees Union with Com. J.N.Mishra As President, V.A.N.Namboodiri as General secretary and P.S.Raman Kutty as Dy. General Secretary with other office bearers were elected unanimously. Seven unions merged together to form the new union. दो दिवसीय हड़ताल शुरू, संभलकर निकलें बाहरआज तक वेब ब्‍यूरो/ भाषा | नई दिल्ली/चंडीगढ़/मुंबई, 20 फरवरी 2013 | अपडेटेड: 07:41 IST टैग्स: राष्‍ट्रव्‍यापी बंद| केंद्र सरकार| हड़ताल| दिल्‍ली| मजदूर संघ| आंदोलन www.ashokhindocha.blogspot.com बुधवार सुबह से देशभर में दो दिन का राष्‍ट्रव्‍यापी बंद शुरू हो गया है. बंद को देखते हुए सभी राज्‍य सरकारों और केंद्र सरकार ने पूरी तैयारियां कर ली हैं. दो दिनों की देशव्यापी हड़ताल को देखते हुए राजधानी दिल्‍ली में आम जनजीवन बाधित हो सकता है क्योंकि शहर के कई मजदूर संघ आंदोलन को अपना समर्थन दे रहे हैं. मुंबई में नहीं दिखेगा हड़ताल का असर देश की आर्थिक राजधानी मुंबई में हड़ताल का कम असर होने की संभावना है, क्‍योंकि यहां बसें, ट्रक, रेल, ऑटो और टैक्‍सी रोज की तरह ही चलेंगे. हालांकि हड़ताल को शिवसेना का समर्थन हासिल है. राजधानी दिल्‍ली में सार्वजनिक परिवहन, कई अस्पतालों, शैक्षणिक संस्थानों और बैंकों का कामकाज बाधित हो सकता है क्योंकि इन सेवाओं से जुड़े कामगारों के एक धड़े ने 11 मजदूर संघों द्वारा आहुत इस हड़ताल को समर्थन देने की घोषणा की है. कई ऑटोरिक्शा और टैक्सी संघों ने हड़ताल का समर्थन करने का फैसला किया है जिससे नियमित यात्रा करने वाले, विशेषकर स्कूली बच्चों और ऑफिस जाने वाले लोगों को असुविधा हो सकती है. आजादपुर थोक बाजार के बड़े मजदूर संघों ने भी हड़ताल में शामिल होने की बात कही है जिससे राजधानी में फलों और सब्जियों की आपूर्ति भी प्रभावित हो सकती है. राष्ट्रव्यापी हड़ताल से पहले मजदूर संघों ने लिया ‘स्थिति का जायजा’ दस मांगों को लेकर बुधवार सुबह से शुरू हुई दो दिनों की आम हड़ताल से पहले मंगलवार को दिल्‍ली में बड़े मजदूर संघों ने अलग-अलग बैठकें कीं. सीटू के महासचिव तपन सेन ने कहा कि बैठकें मूल रूप से हड़ताल से पहले की ‘स्थिति का जायजा लेने’ के लिए आयोजित की गयीं. उन्होंने कहा कि सरकार को मांगों को पूरा करने के लिए काफी समय दिया गया लेकिन वह श्रमिक वर्ग को प्रभावित कर रही समस्याओं को सुलझाने में नाकाम रही. बड़े उद्योगों को हड़ताल से उत्पादन नुकसान की आशंका पंजाब और हरियाणा के मझोले तथा बड़े उद्योग ने ट्रेड यूनियनों की दो दिन की हड़ताल के दौरान उत्पादन नुकसान की आशंका जताई है. उल्लेखनीय है कि ट्रेड यूनियनों ने राष्ट्रव्यापी हड़ताल का आह्वान किया है. सबसे बड़ी साइकिल कंपनी हीरो साइकिल्स के निदेशक एस.के. राय ने कहा, ‘दो दिन की हड़ताल का असर पड़ेगा. इससे उत्पादन का नुकसान हो सकता है. हम अपना उत्पादन जारी रखने का प्रयास करेंगे. यह इस बात पर निर्भर करेगा कि कितने कर्मचारी काम पर आते हैं.’ करनाल के एक उद्योगपति ने कहा कि हम चाहते हैं कि काम पर असर न पड़े. सूक्ष्म और लघु उद्योगों को हालांकि हड़ताल का ज्यादा असर पड़ने की आशंका नहीं है. पंजाब में करीब 1.70 लाख लघु इकाइयां हैं. वहीं हरियाणा में 1212 बड़े और मझोले उद्योग हैं. और भी... http://aajtak.intoday.in/story/two-day-strike-from-today-1-722282.html www.ashokhindocha.blogspot.com

About 10-12 crores of workers, 10% of the total people, will be on complete strike for 48 hours from 24.00 / 00.00 hours on the mid-night of 19th / 20th to midnight of 21st / 22nd February 2013 protesting against price-rise, anti-worker policies and demanding the basic demands of the workers. The demands are fully justified and have been raised years back. The government did not take any action. Even in the discussion in the last moment, yesterday, the government did not assure anything, but only requested for withdrawal of the strike, which the union leaders naturally declined. It is the duty of each and every worker to stand strong with the strike, fully participate and give a strong message to the government that unless the demands are met the struggle will continue by the workers. The government should be taught a tough lesson for ignoring the fully justified demands of the workers.
