Telecom minister Kapil Sibal to follow carrot-and-stick policy to turn around BSNL

www.bsnlnewsbyashokhindocha.blogspot.com M-094262 54999

NEW DELHI: Determined to turn around loss-making PSU BSNL, telecom minister Kapil Sibal says he will adopt a 'carrot-and-stick' policy with an aim of getting desirable results within six months.

"The point is we must have targets for circles. If you don't you will be transferred out and those who will do well will be rewarded, may be they should be given a posting of their choice," Sibal said in an interview.

BSNL, once the country's flagship telecom company, posted a net loss of Rs 1,823 crore on revenue of Rs 32,046 crore in 2009-2010 and is also likely to post losses for the last financial year ended March 2011. The company had a net profit of over Rs 10,000 crore in 2005-06.

In terms of mobile subscribers, BSNL has been relegated to the fifth position from second just a few years ago as it has failed to match the competition from private players like Bharti, Vodafone, Idea and Tatas.

"The kind of assets BSNL has nobody else can have in this country. We need to use those assets for profit for public service ultimately. If you run at a loss you get subsidies and then all that money goes down the drain," Sibal said.

Department of Telecom (DoT) has instructed all 24 territorial circles to realise 25 per cent growth in their revenues on year-on-year basis, failing which they will be denied their monthly funds allocation.

BSNL's chief general managers in all 24 territorial circles have been categorically asked to mop up monthly revenues from the broadband, Wimax, mobile, value-added services and leased circuits businesses.

"...I am committed to turn around the performance of BSNL within six months and is closely monitoring the operations of the organisation," he added.

Under the revenue maximisation strategy, BSNL's circles have been divided into three-revenue wise categories, including those with less than Rs 10 billion revenue, those with Rs 10 billion-Rs 20 billion revenue and circles with revenues in excess of Rs 20 billion.

Earlier, a government body Board for Reconstruction of Public Sector Enterprises (BRPSE) had recommended that BSNL should merge its counterpart MTNL, a move that will help turn around the loss-making telecom giants.

BSNL had informed the panel that it expects to turn profitable in the year through March, 2013, but projects a net loss for the just-ended fiscal year and the ongoing year that began on April 1. Get a Quote

Turning around? BSNL seeks Rs 4,000-cr subsidy

www.bsnlnewsbyashokhindocha.blogspot.com .M-094262 01999

Cash-strapped State-owned telecom company Bharat Sanchar Nigam Limited (BSNL) would turn into a profit making enterprise in the next six months. Union human resource minister Kabil Sibal, who also holds the charge of telecom ministry, said this while talking to the Hindustan Times at Ranchi recently .

"I am aware about the kind of liquidity crunch the BSNL is facing particularly after procuring additional spectrum for newer services. Various strategies are being worked out for rejuvenation of the ailing telecom company," said Sibal.

Citing a couple of measures to arrange additional resources, the minister said the BSNL would be offered the liberty to lease out its space on mobile towers to other operators for financial gains. "I came to know that space on a large number of mobile towers is not being utilized properly," said the minister.

"Besides, the BSNL is set to play a major role in a countrywide project to link all villages with optical fibre cables (OFC). Laying the OFC throughout the country is a huge task, which is to be achieved within a couple of years," he said.

Integration of all villages across the country with OFC is a part of the major project mooted by the Centre to develop the national knowledge network, which intends to serve as an alternative to the huge shortage of academic institutions in the country.

"We are into a phase where we should strive for tapping the potential of information technology (IT) revolution," said Sibal.

Unlike the previous arrangement to keep watch on operational nitty-gritty of the public sector undertaking, the minister has also started monitoring of the financial health of each circle of the BSNL.

"I am reviewing the performance of BSNL circles closely. Non-performing officials have been cautioned to mend their ways, or be ready to face the music," he said.

However, a section of the BSNL officials is skeptic whether the initiatives taken by the union minister would help the telecom company overcome the financial strains within the stipulated timeframe.

"The company has suffered Rs 1800 cr loss during the fiscal 2009-10. The loss is expected to go up to Rs 5000 crore during the last fiscal ending March 2011. In this situation, a turn around seems impossible," said a senior officer of the Indian Telecom Service posted with Jharkhand BSNL.

DoT tells BSNL to prepare VRS plan

http://www.bsnlnewsbyashokhindocha.blogspot.com/ M-094262 54999

The department of telecommunications (DoT) has directed state-owned Bharat Sanchar Nigam Ltd to prepare a voluntary retirement scheme (VRS) for 50,000 of the latter’s employees.

The move will require a one-time payment of Rs 4,000-5,000 crore, for which DoT would give financial support, a senior official from the latter told Business Standard.

This is part of the government’s measures to get loss-making BSNL back on the rails. The latter has 280,000 employees, far higher than the industry standard. Last month, Union communications minister Kapil Sibal had said the government would turn around BSNL in the next six months.

About 50,000 of BSNL employees are expected to retire in the normal course in the next four to five years, the official said.

When asked, BSNL chairman and managing director R K Upadhyay said, “The Board for Reconstruction of Public Sector Enterprises had recommended we give VRS to our employees. The exercise is still on and we have not taken any decision on it yet.”

The need to reduce the workforce was earlier suggested by Sam Pitroda, advisor to the Prime Minister on infrastructure. He wanted BSNL to reduce its employee base by about 100,000.

DoT had earlier directed both BSNL and its sister concern, Mahanagar Telephone Nigam Ltd, to work on reducing staff. MTNL, which offers telecom services in Delhi and Mumbai, has asked DoT to clear a VRS to be offered to 15,000 employees in the current financial year, a third of its workforce. The proposal has already been cleared by the MTNL board. It has asked DoT to help with Rs 2,000-3,000 crore for this scheme.

However, any proposal for reducing workforce has been met with strong opposition from the staff unions. Even schemes for a VRS have been opposed.

For the first time since inception in 2000, BSNL had posted a loss, of Rs 1,823 crore in 2009-10. It is expected to post one of Rs 2,500 crore for 2010-11.

MTNL to offer VRS to 15000 employees

26 May 2011

Mahanagar Telephone Nigam Ltd (MTNL), which operates in Delhi and Mumbai, has sought the Department of Telecommunications’ (DoT’s) approval for a voluntary retirement scheme (VRS).

The scheme will be offered to 15,000 employees, or one-third of the workforce, in the current financial year. The proposal has been cleared by the MTNL board.

The company will have to make a one-time payment of Rs 2,000-3,000 crore to employees opting for the scheme. MTNL has sought financial support from DoT.

“The VRS will help us reduce the wage bill and keep costs under control. We have surplus workforce. According to our estimate, we should not have more than 20,000 employees,” said a senior MTNL official.

MTNL has 45,000 employees. Its wage bill was Rs 1,704 crore in the financial year ended March 2011, as against Rs 1,968 crore in financial year ended March 2010. The pension bill was Rs 340 crore in 2010-11 as against Rs 261 crore in 2009-10.

In 1998-99, the company had 61,967 employees. The number fell to 44,910 in 2009-10.

MTNL has launched VRS three times in the past for all employees but without much success. This time, it plans to offer the scheme only to some employees based on the business segments they operate in. “The employees in redundant segments will be reduced first,” said the official.

Sam Pitroda, the prime minister’s adviser on infrastructure, had expressed the need to reduce workforce in both state-owned telecom companies — MTNL and Bharat Sanchar Nigam Ltd (BSNL). Pitroda said the government should start with BSNL. He proposed a reduction in BSNL’s workforce by 100,000 to 300,000.

The DoT secretary, in a recent interview with Business Standard, said the need to reduce the number of employees in MTNL and BSNL was generally accepted. But it should be a targeted reduction and in segments in which surplus had been identified, he said.

However, such moves have always met with strong opposition from employee unions.

MTNL and BSNL have been hit by competition and falling rates. For the first time since its inception in 2000, BSNL posted a loss, of Rs 1,823 crore, in 2009-10. It is expected to post a loss of about Rs 2,500 crore for 2010-11. MTNL’s loss was Rs 1,099 crore in the fourth quarter ended March 31.

Dear Comrade,,

Customer Delight Month extended upto June

The National JAC in its meeting held at New Delhi on 30.05.2011 has decided to extend the

“Customer Delight Month” for one more month, i.e. for the month of June, 2011 also. Already this

is communicated through website as well as SMS. We are getting very good report from various

circles regarding the successful implementation of the Customer Delight Month. The very aim of

the “Customer Delight Month” is to involve the grass root level workers in the improvement of

quality of services as well as improvement of customer relations. After the launching of the

“Customer Delight Month”, the various difficulties being faced by the workers at the field level,

mainly the acute shortage of materials/equipments, has already been taken to the notice of the

CMD as well as Director (HR), for appropriate action at their level. Corporate management is also

taking necessary action and extending cooperation for the programme. Meanwhile, National JAC

leaders have toured the circles of Himachal Pradesh, Punjab, Haryana, Gujrat, Rajasthan, UP(West),

Uttaranchal and Madhya Pradesh, to motivate the workers for the successful implementation of

“Customer Delight Month.” When the efforts taken by the JAC as well as the workers throughout

the country are yielding good results, it is all the more important to carry forward this programme

further, so that BSNL is once again made a profit making PSU. Under these circumstances,

comrades are requested to take all out efforts for the success of the programme in the month of

Improving democratic functioning

IIt iis allready a year siince the Thiiruvananthapuram AIIC gave callll to strengthen the organiizatiion and

iit’’s democratiic ffunctiioniing.. Much more needs to be done iin thiis diirectiion.. One affter another,, ciirclle

confferences are takiing pllace now.. Those ciirclle uniions whose confference has become due,, shoulld

holld iit wiithout ffurther dellay.. Whiille conductiing iit’’s confference,, each ciirclle has to allso ensure that

allll the Branch and Diistriict confferences whiich have become due,, are conducted wiithout dellay..

Off llate iit iis observed that some off the ciirclle confferences are conducted wiithout proper ellectiion off

dellegates.. Thiis practiice shoulld be stopped fforthwiith.. Ciirclle confferences shoulld be conducted onlly

wiith dully ellected dellegates ffrom the branches.. Priior to the ciirclle confference,, allll the branches

shoulld conduct theiir Generall Body Meetiings,, affter giiviing seven days’’ notiice,, and ellect the

dellegates,, at the rate off one dellegate per twenty members.. Allll the Ciirclle Secretariies are requested

to striictlly iimpllement thiis..

Another area where attentiion shoulld to be paiid iis conductiing meetiings off the executiive

commiittee.. At present,, iimportant deciisiions are taken,, even wiithout diiscussiion iin the Executiive

Commiittee.. Accordiing to the constiitutiion,, the Ciirclle Executiive Commiittee shallll meet once iin three

months.. Siimiillarlly,, the diistriict executiive commiittee shallll meet once iin two months.. Ciirclle and

Diistriict Secretariies are requested to striictlly ffollllow thiis..

One more iimportant area where attentiion shoulld be paiid iis holldiing off branch generall body

meetiings.. The Thiiruvananthapuram Allll IIndiia Confference has deciided that branch generall body

meetiings shoulld be conducted once iin a month.. Thiis iis very essentiiall ffor the heallth off our

organiizatiion.. Ciirclle and Diistriict Secretariies are requested to pay utmost attentiion to thiis aspect

and ensure holldiing off generall body meetiings iin theiir ciirclle/ diistriict every month..

Casual and Contract Workers issues

IIt iis as per the deciisiion off the Guwahatii Allll IIndiia Confference off BSNL Emplloyees Uniion,, that the

BSNL Casuall & Contract Workers Federatiion was fformed.. IIt iis needlless to say that the actiive

support and cooperatiion off BSNLEU iis very much requiired ffor the effffectiive ffunctiioniing and growth

off thiis uniion.. But unffortunatelly most off our ciirclle uniions are not payiing suffffiiciient attentiion on thiis

iissue.. The order iissued by the BSNL Corporate offffiice ffor the enhancement off the wages off the

contract workers has stiillll not been iimpllemented iin most off the ciirclles.. Thiis iis a matter off great

regret.. Allll the BSNLEU ciirclle uniions have to ensure iimpllementatiion off the Corporate Offffiice order

on enhancement off wages off the contract workers.. Allso iit iis beiing reported ffrom many off the

ciirclles that actiive workers and lleaders off the BSNL Casuall & Contract Workers Federatiion are beiing

viictiimiized and retrenched ffor uniion actiiviitiies.. We cannot tollerate these atrociitiies.... BSNLEU has to

take allll out efffforts to stop thiis.. The iinterventiion off the Labour Enfforcement Authoriitiies has to be

solliiciited wherever necessary.. Management iis allso pllaciing an argument that BSNLEU cannot take

up the iissues off the casuall and contract workers.. We cannot accept thiis argument.. The CHQ off

BSNLEU has allready made iit amplly cllear to the management that BSNLEU wiillll iintervene iin the

matters off the casuall and contract workers.. Hence,, CHQ once agaiin requests the ciirclle and diistriict

uniions to pay necessary attentiion to thiis iissue..

Thankiing you,,

Yours ffraternalllly

((P..Abhiimanyu))
