Chasing the modest total of 260 put by Team India, Pakistan were all out for 231 runs in 49.5 overs, in their semifinal match of the cricket World Cup in Mohali on Wednesday.


Earlier, Sachin Tendulkar capitalised on six reprieves to crack 85 while Suresh Raina provided the late sparks as India posted a competitive 260 for nine in their high-voltage World Cup semifinal clash against arch rivals Pakistan.

Tendulkar, however, could not make the most of the Pakistani fielding lapses as he missed his 100th international ton as the hosts lost wickets at regular intervals on a PCA track which offered some assistance to the bowlers.

With runs coming easily, Pakistan captain Shahid Afridi introduced spinner Saeed Ajmal in the ninth over of the contest and the off-spinner conceded just three runs.

There was a lot of drama in Ajmal's third over as Tendulkar survived two appeals of consecutive deliveries.

Umpire Ian Gould first upheld a leg before wicket appeal against Tendulkar who asked for a review. Television replays showed that the ball would have missed the leg stump and the decision was overturned.

The very next ball, the Pakistanis appealed for a stumping chance and again the verdict went in Tendulkar's favour, drawing thunderous cheers from the crowd.

A few minutes later, Tendulkar got a reprieve when he was on 28 as a diving Misbah-ul Haq dropped a catch at the mid-wicket region with Shahid Afridi being the unlucky bowler.

Tendulkar and Gautam Gambhir put on 68 runs for the second wicket in 13 overs before Mohammad Hafeez struck for his team by evicting the left-hander with a lovely flighted delivery.

Gambhir stepped out to drive the ball through the gap but was deceived by the flight and Kamran Akmal whipped off the bails in a flash to leave India at 116 for two.

The Pakistanis gave Tendulkar another 'life' when he was on 45 with Younis Khan dropping a catch at the extra cover region with Afridi being the unlucky bowler again.

Tendulkar then hit Afridi over the extra cover boundary to notch up his 95th ODI half century.

Virat Kohli, who joined the action after Gambhir's departure, never looked comfortable in the middle and Wahab Riaz brought an end to his vigil soon. Kohli played a strange shot and offered a simple catch to Umar Akmal at backward point.

A hushed silence descended at the stadium when local boy Yuvraj Singh was dismissed for a first-ball duck, leaving India in a spot of bother at 141 for four.

Tendulkar and Dhoni then tried to steady the innings by curbing their strokeplay and playing cautiously. They were quite content to keep the scoreboard moving with gentle pushes and nudges while dispatching the loose deliveries to boundary.

Tendulkar, who was having a charmed life, was dropped for the fourth time by Umar Akmal at wide midwicket as the champion batsman attempted to pull the ball. It was Hafeez who was the unfortunate bowler.

But in the very next over, Tendulkar finally ran out of luck with spinner Ajmal getting the prized scalp.

He went for a stinging drive but could not really time the ball well and Afridi, unlike his teammates, did not make a mistake at short extra cover. His knock of 85 came off 115 balls and was laced with 11 boundaries.

Dhoni, who was dropped by wicketkeeper Kamran Akmal on 24, could not capitalise on the reprieve as he became Riaz's fourth victim, trapped leg before to a sharp incoming ball. Dhoni went for the referral but without luck. (RBY-30/03)

Why the BSNL-MTNL merger has been stuck

The proposed merger of the two government telecom companies, Bharat Sanchar Nigam and Mahanagar Telephone Nigam, promises to be a rocky journey, say experts.



While MTNL offers services in the lucrative Delhi and Mumbai circles, BSNL operates in the rest of the country. The obvious hitch is that MTNL is a listed company and BSNL is not. BSNL employees were opposed to the very idea; there were other hurdles. MTNL is listed in India and on the New York Stock Exchange.



“It (merger) is not that simple. A whole lot of planning and analysis is required to weigh the pros and cons. There will definitely be some synergies but there has to be a long-term vision,” said KPMG executive director and head of telecom, Romal Shetty.



Both companies, he said, need to really work hard on branding and customer-centric services, to handle the increasing competition in the sector. The competition and falling rates had impacted all companies but BSNL and MTNL have been losing revenue and market share constantly.



The government has been exploring the possibilities in a merger for two to three years but the plan hasn’t progressed. The increased competition and dipping rates in the sector had impacted the overall industry but BSNL and MTNL have been losing revenues and market share on a constant basis.



BSNL has now slipped to number four in the mobile phone segmentr. For the first time since inception in 2000, BSNL had posted a loss, of Rs 1,823 crore, in 2009-10. MTNL has posted a loss of Rs 671 crore for the third quarter ended December 31, 2010. BSNL is also incurring losses because of its social obligation to offer services in rural areas.



If there is a merger, the BSNL-MTNL duo would climb up the ladder and reach third position in the GSM wireless segment in terms of subscribers and market share. It will also help in serving customers better, with a pan-India network, according to an industry expert. Subscribers of both would enjoy seamless connectivity through the country, without any roaming charges. Currently, the two have roaming arrangements with each other.



Obstacles

In an interview with Business Standard last year, BSNL’s ex-chairman, Kuldeep Goel, had said there were some benefits and synergies associated with the merger of two telecom PSUs, one of which is that enterprise customers want the services of a pan-India company. “But there are issues in implementing this, as MTNL is a listed company, while BSNL is not. Besides, the salary structure and pension provisions of the two companies are also different, which could create problems after the merger. If BSNL gets listed, may be we could see some movement on this side,” he had said.



But there is no movement on disinvestment of BSNL, as the department of telecommunications (DoT) has decided to wait for the right valuation, after improvement in finances and other things.



An official from BSNL, who did not wish to be named, said much the same thing, also noting both had huge employee numbers. After the merger, it would be difficult to manage such a huge workforce without any downsizing, which is sure to be stiffly opposed from employee unions.



An official from MTNL, also wishing anonymity, said the separate pay structure of both PSUs made a merger difficult. The financial burden of excess staff is already weighing heavily on both, in terms of pension payouts and other resources. While MTNL has a little over 50,000 employees, BSNL has 300,000.



However, in a situation where both BSNL and MTNL are moving downward, DoT needs to salvage by merger or find subsidy support or think of a new way out.

Annual Rs 3,000-cr subsidy planned for BSNL, MTNL

Aid to support BSNL’s rural operations, MTNL’s pension payouts.



The department of telecommunications (DoT) plans to support ailing state-run telecom public sector units BSNL and MTNL by giving an annual subsidy of about Rs 3,000 crore to sustain their operations. The two PSUs have been losing revenues as well as market share.






The subsidy amount to BSNL will be given to support its operations in rural and far-flung areas from the Uuniversal Service Obligation Ffund (USOF), while MTNL will be given support for its higher pension and other retirement payouts from the licence and spectrum fee, which both PSUs give to the government, a senior DoT official told Business Standard.




Initial estimates by the department suggests that BSNL incurs a loss of about Rs 2,000-2,500 crore from its landline business, majority of which are social commitments in rural and far-flung areas and MTNL’s pension amount stands at Rs 300-350 crore annually. However, DoT has asked BSNL to quantify the exact amount of loss it incurs due to its social obligations. DoT plans to implement this proposal by this year, the official added.



For the first time since its inception in 2000, BSNL had posted a loss of Rs 1,823 crore in the financial year 2009-10, while MTNL has posted a loss of about Rs 671 for the third quarter ended December 31. MTNL’s net continues to be dragged down by retirement benefits, increase in dearness relief of pension and high wages.



Due to the deteriorating performance of both the telecom PSUs, the department has also revived its proposal for the merger of BSNL and MTNL to synergise their business operations across the country.



“BSNL and MTNL should be merged as they have complimentary operations and can combine their strengths for synergies. The structure of BSNL and MTNL make it difficult for them to be accountable for their performance. DoT should set up a multi-stakeholder committee to develop a restructuring plan for both firms,” the department had said.



Earlier, BSNL got support from Access Deficit Charge (ADC), under which operators paid 0.75 per cent of their total revenues. ADC was used to support BSNL’s unviable landline business in rural areas. However, The Telecom regulatory Authority of India had withdrawn ADC from April 1, 2008. Subsequently, the government decided to give a subsidy of Rs 2,000 crore per annum for the next three years to BSNL from USOF.



With increased competition and falling taxes in the telecom sector, both BSNL and MTNL have been losing subscribers and market share. They also failed to take advantage of the third generation (3G) spectrum, which they were allotted a year ahead of the auction for private players.

Sub: Service breakdown in CRM/PMS/CLARITY application in entire South Zone reg:

Sir,

CDR project has been implemented in 52 SSAs out of 70 SSAs in South Zone so far.  Since 28-02-11, the performance of the Applications in respect of speed is very very slow and all SSAs are brought to the notice of ITPC, Data Centre, South. Unfortunately, since 11:30 hrs of 03-03-2011 till date, the CRM application which deals with Commercial and TR activities is not at all available in the entire South Zone, adversely affecting services. The field units are not able to handle the pressure from the aggrieved customers because of continuing system failure.

As on today, another serious breakdown has occurred i.e PMS, which deals with Payment acceptance and CLARITY (Order Management System) is also down. All SSAs are facing tremendous pressure and unable to do even single transaction.  This situation is seriously creating dissatisfaction among the aggrieved customers at a time when AP Circle has started showing visible and perceptible signs of positive growth and users have clear option to migrate to   other operators. We do not know whether Director(CFA) is even aware of this serious development, and, if it all, by chance he is, what steps has he initiated.

Your kind personal intervention is requested to warn the concerned Director to get fully involved in his area of activity to ensure that almost day to day serious breakdowns which are almost taking place at regular intervals and fast eroding customer base immediately stop. He should immediately depute GM (IT) and other concerned officers to Hyderabad and ask them to camp there till such frequent breakdowns stop.

DoT wants cut in telecom levies

NEW DELHI: Reduction of telecom levies, the key demand of the industry, is back on the communication ministry's radar.



A telecoms department internal note, reviewed by ET, calls for rationalisation of levies to be among the top priorities for the communications ministry. The department is also set to approach the finance ministry for a reduction or even an exception on the 10.3% service tax that consumers are charged on their mobile and landline bills.



Indian telcos pay about 31% of their total revenues towards different forms of taxes , which is among the highest in the world, against the global average of 17%, according to both government and industry estimates. Any reduction in levies will be a boost for the ultra competitive 14-player telecoms market that has been fighting stagnant revenues and plunging profits over the last 18 months due to the savage price war. According to DoT officials, the first step towards lower levies will be a reduction in the licence fee, which could be implemented from January 2012.



Sector regulator Trai had in May 2010 suggested that the licence fee be reduced gradually over the next four years to 6%. The regulator said the move would allow the industry to save about 6,442 crore, while adding that Bharti Airtel would see savings to the tune of 1,996 crore, while for Vodafone, the reduced licence fee would give it a benefit of Rs 1,387 crore.



At present, mobile phone companies share between 6-10% of their revenues with the government - the licence fee is highest at 10% for the metros and category A regions, which include lucrative states such as Tamil Nadu, Andhra Pradesh and Maharashtra among others.



In a separate development, Trai has initiated a study to the levies paid by mobile phone companies in India and benchmark it against other countries. It is not known if the telecoms department will use this input to rework the current tax structure for mobile phone companies.



Telecoms minister Kapil Sibal will also discuss the issue of a uniform licence fee with top executives of telecoms companies next month before seeking his ministry's approval to implement it, an official with direct knowledge of the development said.



Trai's proposal involved reduction of licence fee in metros from 10% currently to 9% in 2011-12, 8% in the year after, then 7% and finally at 6% in 2013-14.



In category A circles, where operators are currently pay 10%, Trai had suggested that this be reduced by 1% each year to be at 6% by 2014.

India’s National telecom Backbone and 3G service provider Bharat Sanchar Nigam Ltd (BSNL) introduces, SMS based tariff Recharging and Plan Migration facility for its GSM Mobile service customers in Tamilnadu Telecom Circle.
With the SMS based STV recharge or Activation of Voice STV/Boosters through SMS, customer who has enough balance in their account can change their tariff plan or recharge with desired STV or Boosters without going Retailer or BSNL outlets to get mobile recharged.
This service allows Extension of validity, Migration to new Plans, Boosters facility For Example if customer wants to recharge with 1 Paisa SMS Plan which offer all Local and National SMS at 1p, can activate just by one simple sms STVSMS13 to 53733 (Toll Free). After sending the SMS Balance will reduced by Rs. 11.79 and SMS Pack will be activated. To use this service subscribers prepaid account Balance should be more than Rs. 20 plus the MRP of desired STVs as listed below.

Holding JTO Examination - Final Hearing in Kerala High Court on 24.2.2011.... Verdict announced

As per field reports, the Honourable High Court has held as under :

1 JTO Examination for all vacancies since 2000 be held in one sitting.

2. Employees who satisfy the eligibility condition of the respective year of vacancu alone are eligible to appear for that year's vacancy

3 Even employees who have crossed the age limit as of today, are eligible to compete in the examination of respective year vacancy, if they otherwise satisfy the age limit pertaining to that year of vacancy.

4 Employees who do not fulfill the eligibility condition for a particular year vacancy or not to be permitted to compete for the vacancies of that year.

Judgement Copy of the Honourable Court is awaited.
