[30.10.2009]Pay Anomaly Committee meeting:- The Pay Anomaly Committee meeting was held on 30-10-2009. Com V.A.N.Namboodiri GS and Com P.Asokababu AGS BSNLEU participated from the Staff side.

The necessity to form another Committee arose since the DoT rejected the agreement of the earlier Anomaly Committee. It stated that Revised Pay Rules and option for pay fixation from the date of next increment falling after 1-10-2000 for those promoted before 1-10-2000 are not applicable for settling the anomaly cases. As such the management stated that it is almost impossible to settle the issues. Management also pointed out that neither in MTNL nor for executives in BSNL it self such anomalies/aberrations could be settled.

The staff side pointed out that at the time of conversion of CDA pay scales to IDA pay scales itself it was assured by the management that these anomalies/aberrations will be sympathetically considered and settled. In the wage revision order (CDA to IDA) also it was mentioned. As such the management has to take suitable decision for early settlement.

After much discussion the official side was prepared to consider the issue of granting personal pay to the extent of the difference to the seniors after promotion of the junior to the higher grade. It will also be considered whether the senior in the higher grade can be given personal pay to the extent of difference between senior in the higher grade and junior in the lower grade.

The next meeting will be held after two weeks.

[30.10.2009]Meeting of United Forum:- The meeting of United Forum held on 29th October, 2009 at National Council room discussed reservation / relaxation in promotion policy and entrusted a committee consisting Coms. B.R. Jakhatia, V. Subburaman, P. Asokababu and Babu Singh to prepare a document in full justification of our claim to be put before management.

The meeting also decided to demand the management to hold the meeting of Wage Negotiation Committee urgently and settle wage revision.

Madhu Arora, GM, (Restrg). explained the projects being implemented like Kuber, Shikhar, Udam etc. We gave our opinions / Suggestions.

Wage Negotiation: - General Secretary met BSNL officers and demanded to fix the next meeting early. It is expected that the meeting will be fixed this week itself.

[13.10.2009]Brief of the wage negotiation meeting on 13th October 2009.

After detailed discussion in the wage negotiation meeting today ,13th October 2009, the management proposed the following:

1. 30% fitment with 10 year periodicity with 68.8% IDA for the present and raising to 78.2% with executives

2. If period of wage revision is reduced to executives, it will be done for non-executives also.

3. There can be a review after 5 years.

The Unions demanded review after 5 years without mentioning the periodicity.

The next meeting will take place after Diwali.

Member (Finance), DoT assured that the approval will be given early, without any delay.

[07.10.2009]Joint Forum Meeting on 7th October 2009:- The meeting of the executive and non-executive Associations / Unions held on 7th October, 2009 at National Council Room, Eastern Court, New Delhi after thorough discussion, took the following decisions:

Demand the management to ensure implementation of the assurance given to the Joint Forum that the ITS absorption will be finalized before December 2009.
Demand the DOT to rescind the orders issued regarding deputation of Account Officers from DOT.
Meet the CMD to find out about the various reports coming in the press regarding outsourcing, forming of another company from BSNL, sharing of infrastructure etc. since no official statement has come so far. After meeting the CMD, Joint Forum will meet and plan our strategy and action programme.
Consult BCG report with the Unions before implementing the same.
Next meeting of the JF will be held after meeting CMD.

[07.10.2009]Meeting with Director (HRD):- Com. V.A.N.Namboodiri, GS, BSNLEU along with Coms. R.S.Chauhan, Org. Secretary and Lalan Sah (corporate office) met Shri Gopal Das, Director(HRD) and discussed the following issues:

Wage Revision: The Union insisted that the wage revision be finalized early. Director (HRD) stated that the issue be discussed in the meeting on 13th October 2009.
Promotion Policy: Director (HRD) agreed to contact with DOT for the early clearance of the 9200- pay scale for which it was referred to DOT. The Policy will be implemented as soon as it is received back.
3. Director (HRD) assured for holding the National Council early.

NEW DELHI: TOP telecom players such as Bharti Airtel, Vodafone Essar, Reliance Communications and state-owned BSNL could benefit from a government move to speed up a relief package that will ease some burden off the sector saddled with shrinking revenues and margins triggered by a raging tariff war.

The department of telecom (DoT) will seek a fast-track approval from the finance ministry to slash the annual licence fee by up to a third for telecom operators with large network presence. It will also propose to the finance ministry that all licence fee be exempted for landline services, a top official in the communications ministry told ET.

The licence fee cut will benefit the four top operators the most, since their networks cover all census towns and large villages in several states.

Also on the anvil is a plan to speed up the introduction of a single-levy structure, after sector regulator Trai gives its recommendations on this subject next month. At present, telecom operators pay up to 30% of their revenues towards different levies to the government.

Along with these measures, the communications ministry is also working with the finance ministry to release up to Rs 16,000 crore from the Universal Service Obligation Fund in the next 24 months to subsidise both private and state-owned operators’ expansion to rural and far-flung areas.

All telecom operators have been paying 5% of their annual revenues towards this fund since 2002, taking the kitty to Rs 20,000 crore, which has been lying idle. Every consumer, who makes a phone call (mobile and landline), contributes towards the fund.

Earlier this year, the government had shelved its decision to slash the licence fee for telecom operators with large network presence by up to a third from April 1, following opposition from the finance ministry.
After this, the communications ministry had informed all telcos that the “licence fee cut has been kept in abeyance”.

Telecom minister A Raja will now seek fresh clearance from the finance ministry on the issue, as this proposal will help the industry save up to Rs 2,000 crore annually, the communications ministry official added.

Last year, DoT had announced that the proportion of the revenues telecom operators pay as licence fee to the government would be cut by 2% of their total revenues if they prove that their services are available in 95% of the residential areas in a state or a telecom circle, with effect from April 1, 2009.

At present, telcos pay 10% of their revenues as licence fee in category ‘A’ circles (Tamil Nadu and Maharashtra, among others) 8% in ‘B’ zones (Kerala, Punjab and Haryana, among others) and 6% for ‘C’ circles (Himachal Pradesh, Bihar and Orissa, among others).

As per last year’s announcement, these would have come down to 8%, 6% and 4% for operators with networks covering over 95% of the residential areas in a circle, but the proposal was never implemented as the DoT could not obtain Cabinet clearance for the same due to opposition from the finance ministry.

Similarly, the finance ministry’s objections also resulted in the DoT failing to implement its decision to exempt licence fee for fixed-line telephony in rural India from January 2009 onwards. Had this proposal been implemented, BSNL would have been the largest beneficiary, as the PSU would have saved up to Rs 1,200 crore annually.

The DoT is now working on a modified proposal under which licence fee will be exempted for all fixed-line services. Mr Raja discussed this proposal that will offer incentives to fixed-line operators during his meeting with top telecom industry executives in Delhi on Tuesday, a CEO of a mobile operator told ET.

While the fixed-line operations of private players are largely restricted to metros and large cities, the move will enable the industry to save about over Rs 1,600 crore in levies annually, another industry executive aware of the development told ET.

Sub: Authorization to all SDEs/JTOs I/C of Exchanges/BTSs to lay OF Cable & UG Cable by
engaging LOCAL LABORS.
In order to expedite the provisioning of OFC Media to Phase V BTS sites, it has been
decided as under pl;
a) For all OF Cable laying works (Laying of HDPE Pipes) of length less than or equal to
500mtrs, all SDEs/JTOs are empowered to engage LOCAL LABORS from city/town/village
for making of trench, laying of HDPE pipes with protection pipes if required, refilling of
trench, making of joint pit etc.
b) Similarly for all UG Cable laying works of length less than or equal to 500mtrs, all SDEs/JTOs
are empowered to engage LOCAL LABORS from city/town/village for making of trench,
laying of UG Cable with protection if required, refilling of trench, making of joint pit etc.
However UG Cable under these orders should be laid only in those areas where immediate
demand of Landline & Broadband is available so that UG Cable is put to use immediately
after it is laid.
c) Payments to LOCAL LABORS, engaged for the purpose (given under S.No. a & b above)
shall be made by SDE/JTO concerned on ACG-17 after obtaining suitable temporary advance
for this purpose. One advance can be taken for more than one route and its account should
be closed with the completion of those routes. These temporary advances shall be approved
by DE concerned only.
Following guidelines/procedure may be adopted in all SSAs to ensure that above
instructions fulfill the purpose for which these have been issued;
1) All SSA heads should ensure that all concerned SDEs/JTOs are suitably briefed about the
construction practices of OF Cable before they implement these orders.
2) Obtaining of the local municipal permissions shall be the responsibility of the SDE
concerned.
3) The executives, who are delegated these powers, may ensure that no individual labor is
engaged for more than 30 days at a time and not more than 100 days in a year in split
engagement.
4) If multiple such sites (of length upto 500mtrs, for OF Cable & UG Cable) exist in the
jurisdiction of concerned SDE/JTO then he/she should ensure that work is taken-up
simultaneously in all the sites by engaging LOCAL LABORS so that work is commenced and
completed in parallel. This by default shall ensure compliance of directive given under S.No.
3 above. It is known from our past experiences that a team of 10-15 LOCAL LABORS shall
generally take approximately 10 days, depending on the soil, to complete 500mtrs OFC work.
Time required for UG Cable shall be even less due to lesser trench depth requirement.
5) The executive concerned shall prepare and attach following with the ACE-2 account (and
will also maintain one copy in his office records);
i. Route Index Diagram of the OF/UG Cable laid.
ii. Total expenditure incurred route-wise.
iii. Brief on the nature of soil encountered while executing the work.
6) For the acceptance testing, the SSA heads are authorized to nominate other SDEs
