[08.02.2010]Promotion Policy:- The Promotion Policy, without the 9200-13,200 payscale, is in the agenda of next Management Committee meeting to be held shortly. This process is adopted to ensure that the entire process is not delayed due to the issue of 9200 payscale pending with DPE for approval. Com. V.A.N. A special Circle Conference of BSNLEU, C.O. Circle Branch was held on 5th February, 2010 at “Conference Hall”, 9th Floor, BSNL C.O., New Delhi at 13 hrs. Comrade K.R. Yadav, Vice President (CHQ) presided over the meeting. Com. V.A.N. Namboodiri, General Secretary, BSNLEU inaugurated the Special Circle Conference. Com. Biplab Das, Org. Secretary (CHQ), Com. Mir Nisar Ahmad, Circle Secretary, J&K addressed the house. After discussion new circle office bearers were elected unanimously. Com. Sheesh Pal, Com. Arvind Kumar and Com. Kamal Deo Shah were elected as President, Circle Secretary and Treasurer respectively. More than 150 employees of the Corporate Office attended the conference.

[04.02.2010]Meeting with CMD, BSNL:- Com. V.A.N. Namboodiri, General Secretary along with Com. R.S. Chauhan, All India Org. Secretary BSNLEU met Shri. Kuldeep Goyal,CMD BSNL and discussed the following issues:

Wage Revision :-The Union demanded that the agreement on Wage revision be implemented early. CMD stated that Management Committee has approved the same and it will be placed before BSNL Board in its meeting to be held after 20th February 2010.

Promotion Policy:- The union requested that the promotion policy be implemented without approval of DPE since it is already much delayed. Union suggested that promotions other than 9200 pay scale be implemented. The latter can be implemented after approval of DPE. CMD agreed to consider it favorably.

Anomaly Committee:-The delay in implementation of the Anomaly Committee report was brought to the notice of CMD . He stated that he will look in to the matter for early settlement.

The General Secretary met Shri. Gopal Das, Derictor (HR) and discussed the above issues earlier.

These are completely false as per reports received from our Circle and District Secretaries.



In fact, more and more workers are joining BSNLEU in view of the correct stand taken by BSNLEU and the sustained struggles organized by it to defend the interests of workers. The recent agreement on wage revision has enthusiased the entire BSNL Workers and more and more are joining BSNLEU.

[21.01.2010]General Secretary Meets Director (HR)

Com.V.A.N.Namboodiri, General Secretary, BSNLEU along with Coms. Mihir Dasgpta, AGS and R.S.Chauhan, Org. Secretary met Shri Gopal Das, Director (HR) and discussed the following issues:

Wage Revision:- The union representatives requested that the wage agreement be processed early so that the order can be issued and payment made at the earliest. Director(HR) agreed to do the needful early.

Promotion Policy:- Union representatives reiterated their demand that since there may be delay in approval from DPE for 9200 pay scale, the Promotion Policy be implemented early on all other pay scales. 9200 may be implemented after approval. Director (HR) stated that the same is under consideration.

JTO 35% and 15% Examination:- Union wanted grant of relaxation so that officials with 5 years’ service can appear in the examination. Director (HR) stated that the request of the union has been considered, but could not be accepted due to various constraints including legal. However, another examination can be conducted early.

Shifting of corporate office sections from rented buildings to Bharat Sanchar Bhawan /Eastern Court:- The union insisted that the offices functioning in rented buildings causing heavy expenditure be shifted to Bharat Sanachar Bhawan and Eastern Court making suitable adjustments and construction of additional blocks, if necessary. Director(HR) appreciated our suggestion to reduce expenditure.

Conducting of Promotional examinations:- The suggestion of the union to conduct all examinations without delay was accepted. Director (HR) assured that the management is interested in conducting all the examinations without any delay.

Shri Gopal Das, Director (HR) accepted our invitation to be present as Chief Guest in the open session of on 15th February of CEC meeting to be held at Bhopal from 14th to 16th February 2010.

WAGE AGREEMENT SIGNED

Dear Comrades,

The Wage Agreement for Non-Executive Employees of BSNL has been signed today, 15th January, 2010 between management and representative union.

It is only with the support of all our comrades and their determination for struggle, as shown in 48 hours strike of 19-20 August 2009 and sustained struggle that the United Forum could achieve this victory. We thank all the United Forum leaders for standing strongly together in the struggle and discussion.

We also thank the official side for the successful agreement.

[09.01.2010]General Secretary Meets CMD BSNL on Promotion Policy:- Com.V.A.N.Namboodiri, General Secretary, BSNLEU met Shri Kuldeep Goyal, CMD BSNL on 08th January and discussed about the implementation of Promotion Policy urgently. He requested CMD to implement the policy without delay. In case there is delay in approval of DPE for 9200 pay scale, he proposed to implement the policy without that scale. Once the scale is approved by the DPE, then that also can be implemented. The CMD agreed to consider the proposal.

Joint Forum meets on 11th January 2010:- The Joint Forum of BSNL Associations / Unions of Executives and Non-executives will meet on 11th January to discuss about the latest developments in BSNL including the delay in tender of 93 million GSM lines, Agitational programmes against Govt. proposal for 10% IPO, Absorption of ITS officers etc.

[06.01.2010]Wage Meeting on 5th January 2010:- In the Wage Negotiation Committee meeting held today, 5th January 2010 the draft agreement was discussed. Agreement reached on most of the items. The staff side wanted the span of the pay scales to be increased to avoid stagnation. The Management insisted on abolition of uniform supply, which the unions strongly opposed. These two points will be examined by the management. The next meeting is fixed on 7th January to finalise the agreement since there is a meeting on BSNL issues called by the Prime Minister. On 6th January.

[06.01.2010]MASSIVE DEMONSTRATIONS ON 5TH JANUARY 2010:- Massive Demonstrations were organised All over the Country participated by Thousands of Executives and Non-Executives demanding issue of purchase order for 93 Million GSM Lines for BSNL which is blocked by BSNL Board. The demonstrators demanded the Prime Minister to intervene and ensure supply of Mobile Lines to BSNL to provide to the People.

In the meeting held in the Corporate Office premises New Delhi, Comrade V.A.N.Namboodiri, Convenor, Joint Forum & GS BSNLEU and other Leaders of the Joint Forum addressed and called upon the BSNL Workers to be ready for sustained struggles to save BSNL.

A Memorandum signed by the General Secretaries of Executive and Non-Executive Unions was submitted to the Prime Minister seeking his urgent intervention in the matter.

A meeting will held on today 06th January, 2010 called by Prime Minister to discuss issues connected with BSNL.

[06.01.2010]Memorandum to Prime Minister on 93 million GSM lines:- As per decision of Joint Forum, a memorandum was submitted to Prime Minister signed by the BSNL Associations / Unions of Executives and Non-Executives requesting to intervene in the matter of 93 million GSM lines to BSNL <>

[05.01.2010]Meeting with Communications Minister:- United Forum leaders Coms.V.A.N.Namboodiri, R.Venkatraman, P.Abhimanyu and V.Subburaman met Communications Minister Shri A.Raja on 4th January 2010 and exchanged New Year Greetings. The union leaders apprised him of the delay in the wage negotiations and requested his intervention to sort out the issues of span of pay scales etc.

The Union representatives conveyed their concern at the delay in the procuring of the 93 million GSM lines for BSNL and also requested his intervention in the matter.

The Minister was positive on both the issues.

[04.01.2010] General Secretary Meets CMD: - Com. V.A.N Namboodiri, General Secretary, BSNLEU along with Coms. Dhiraj Chaudhary and Manish Samadhiya (SNATTA) met Shri Kuldeep Goyal, CMD, BSNL on 04.01.2010 and discussed about the relaxing of service condition of 7 years to 5 years for appearing in the JTO promotional examination. They pointed out that as done in the case of examination to JAO, the service condition of 7 years should be reduced five, since there are only very few eligible officials and more vacancies are there.

CMD gave a patient hearing and agreed to favorably examine the case.

[09.12.2009]Historic Agreement signed today, (9-12-2009), on settlement of Pay Anomalies/Aberrations:- Due to point to point fixation of pay on conversion from CDA to IDA pay scales on 1-10-2000, in several cases the seniors in higher pay scales got less than their juniors in lower pay scales.

In MTNL, it couldn’t be settled since there was no rule to settle it. In BSNL, when NFTE took up the case, the management convinced them that it is not possible to settle these anomalies.

After getting recognition, the BSNLEU and United Forum took up the issue seriously and a Committee was constituted with management and union representatives for settlement of these anomalies. The Committee gave its report for settling these anomalies as per Revised Pay Rules applicable for Central Government Employees and it was sent for the approval of DoT.

The DoT sent back the file with the objection that the Revised Pay Rules were not applicable for settling these anomalies/aberrations since it was conversion from CDA to IDA Pay Scales and was not pay revision.

Thereafter a Committee was constituted under the chairmanship of Shri P.K.Misra, DGM (Estt.) Consisting of representatives of the management and Union to recommend how to settle these anomalies. The Committee met several times and finally an agreement is signed to day (9-12-2009) between the Official and Staff sides. The agreement is that the difference in the pay between the junior in the lower pay scale and the senior in the higher pay scale as on 1-10-2000 will be paid as Personal Pay to the Senior.

The Staff Side in the Committee was represented by Com V.A.N.Namboodiri GS BSNLEU and Com P.Asokababu AGS BSNLEU. <<< Copy of the agreement >>>

I am directed to refer to your office letter No. TSB/26-50/LDCE/09dated
31.10.2009 on the above mentioned subject and to say that whenever there is a
change in the RRswhich affect the proportion' of posts to be filled by'a particular
mode of recruitment, increase/decrease in the cadre strength of respective mdde
(DR/LDCE)results. Since the recruitment is vacancy based, adjusting excess worki'ng
strength in LDCEquota against c~rrent vacancies of LDCEquota is incorrect. 'Any
number of vacancies calculated in a particular recruitment year has t6 be divided in
the prescribed ratio for Direct Recruitment & LDCEirrespective of any excesses or
shortages in either of the quota viz DRor LDCE.
2. In view of the example cited by you in th.e aforesaid letter, the vacancy of 50
has to be divided between ORand LDCEquota in the ratio of 1:1 thereby earmarking
25 current vacancies for LDCEign.oring the excess cadre strength in LDCEquota of

AGENDA FOR WTR CCM MEETING

Review and follow up action of pending items of previous CCM Meetings and discussion over this agreement items and agreed items, which are not implemented at LCM level.

Item No.1) Medical Check-up.

a) Medical check up for all employees from welfare.
It is learnt that medical check up for all employees was done earlier and all of sudden it was discontinued in WTR SSA wise. It was agreed lr.No.STE-114/CCM/2009-10/20 dated at Mumbai the 25th June 2009.But not implemented still date.
Union demand same should be implemented immediately in WTR.

b) Medical treatment in Emergency cases in Pvt. Hospital.
It is observed that officials who have admitted in emergency condition, Nodal Officer can take prior permission from CGMM WTR MBI for emergency admission either by FAX/Mobile or E-Mail of the concerned authority along with emergency Certificate from the concerned Doctor regarding nature of disease. The Order issued by CAO by lr. No.CGM/F-18/BSNL MRS/OT-10 dated 19/12/2009 is not correct.

Hence, Union demands that order by CAO may treated as cancelled and necessary orders may be issued to the extent.

c) Pending of medical bills :
i) Shri.N.M.Patil (TM) OFC Kolhapur, Medical bill pending since 2005. His case was genuine but unfortunately his case was rejected.

Hence, Union demands that the case should be reopen and settled it at the earlier.

ii) Medical bill submitted by the above officials have been rejected by CGMM Mumbai. The
empanel hospital was 12-15 Kms. away. Hence the treatment was taken in near by Privet
hospital due to emergency.

Hence, Union demands that both the cases are genuine & bills are to be settled immediately.

iii) Shri J.T.Chafekar, Sr.TOA (Retired) Nagpur
Lunge Cancer Mrs.Yogini J. Chafekar wife of Shri J.T.Chafekar, Sr.TOA (Retired) Nagpur
Medical bill (Outdoor) submitted by the above Retired official have been rejected
by CGMM Mumbai.

Hence, Union demands that the case should be reopen and settled it at the earlier.

Item No.2) Departmental Quarters.

a) Former DGM (SM) Thane, Shri. Nilesh Kumar Verma was occupied quarter has to pay 7 Lakhs
as outstanding dues. Recover the same amount from the concerned officer to avoid further loss
to BSNL.
Union demands that what procedure is adopted by the administration to vacate the quarter of
the said officer and recover the same amount from the concerned officer.

b) Vacant Quarters of WTR Thane.
There were 10 quarters were vacant since, long period in CXL Compound Thane. Due to
non allotment of quarters BSNL is put into heavy loss.

Union demands that necessary orders may be issued to the eligible applicant for allotment
of quarters.

c) Allottement of Departmental Quarter – case of Shri. S. S.Mishra TM OFC MBI.
Shri.S.S.Mishra TM OFC MBI has applied for4 quarter at Vakola. After performing 25 years of Service
& although he was ready to pay licence fee 3 times more which was asked. But his case was rejected
with the region that he is not eligible to ‘D’ Type quarter. But unfortunately JTO who joined recently in service have allotted the same quarter immediately after 3 months.

Hence, Union demand that Shri S.S.Mishra may be allotted quarters at vakola to avoid injustice
on non-executive employees.

d) Staffs quarters of Indoor M/W division.
i) In spite of sufficient funds allotted to M/W Indoor to carried out repairing work as well as white washing and denting painting of Microwave staff quarters, the funds were the misused for other non important work.
Hence, Union demands same work is to be started immediately to avoid future in convince.

ii) One ladies toilet also required in M/W station at Indoor, same my be provided immediately.

e) Narmada water connection line at M/W Indoor.
Narmada water connection line at M/W staff quarters Indoor is still pending. A letter to Commissioner of Municipal Corporation Indoor and Mayor Indoor has already been sent twice. It is essential to avoid drinking water problem in this summer. One additional connection for staff quarter is needed to reduce the load on office boring.

f) Repairing of new pipe line and changing of wolves at M/W Indoor.
Repairing of new pipe line and changing of wolves etc. from top to bottom at Indoor is urgently required to save water, wasted from over head tank daily.

g) Electrical wiring of M/W staff quarters at Indoor.
The electrical wiring of M/W staff quarters at Indoor is in very bad condition and at any time an accident can be taken place due to short circuit. The Executive Engineer (Electrical) Indoor has been informed time to time but no action has been taken so far.
Union demand the case may be pursue with the concern officer and take necessary action immediately.

h) From the corner of the M/W Building at Indoor the boundary wall.
From the corner of the M/W Building at Indoor the boundary wall is become public urinal and it has become a very big problem for the staff members living in quarters. To over come this problem and shrubs out side boundary wall BSNL advertisement can be put on the wall or pictures of Gods can be drawn on the wall to protect it from this illegal public urinal place.

Item No.3) Poor performance of civil work.
Civil work is assigned to Civil Division has not done properly. Leakage is still continue. Performance of civil work is not up to the mark. Whenever WTR officers given any complaint to civil division, they have ask to submit a new estimate without going through our compliant.

Union demands that to avoid loss in BSNL, the case has to be taken up with BSNL CO.

Item No.4) Posting of JAO in Western Telecom Region.
There are 11 SSAs is WTR. Due to Shortage of JAOs work is suffering & Bills are not settled in time.

Hence, Union demands that regular JAOs my be posted immediately in consultation with Territorial Circles or other wise eligible Sr. accountant may be posted.
Item No.5) Issue of New Identity card.
Identity cards are not renewed well in advance before expiry date.

Union demands Identity cards may be renewed well in advance and issue new Identity cards immediately.

Item No.6) Shortage of staff in Western Telecom Region
In WTR (all SSAs) so many Non-Executive already retired. Due to this there is lot of shortage of staff.

Hence, Union demand that territorial Circle may be consulted for posting of Non-Executive staff immediately in WTR.

Item NO. 7) Payment of Advances such as Computer and Scooter Advance.
It is seen that many of the officials are not getting payment of Advances such as Scooter and Computer advance due to non fulfilment of required condition or non availability of funds.

Hence, Union demand that such advances must be paid to all the official who have applied for and also required funds is to be called from corporate Office.

Item No. 8) Supply of splicing machine for route of Western Telecom Region.
Splicing Machines of Western Telecom Region route has become out of dated due to expiry of life. Also some of the machines are not working and also cannot repair. Due to this splicing work cannot be done which result heavy loss to BSNL.
Hence, Union demand that concern DGMs are to be informed to get repaired of the machine and also to purchase new splicing machines where required. Action is required to take urgently as union had raised this issue many times.

Item No. 9) Specific procedure not followed in LCM Meetings in Western Telecom Region
It is observed that no specific procedure is followed about discussion and action taken of the points of Agenda given in all the LCM Meetings. We have noticed that no criteria are fixed for discussion of Agenda in LCM Meeting.
Hence, Union demand that all the DGMs must be informed accordingly and specific criteria is to be fixed for all the SSAs. Which help smooth running of LCM Meeting.

Item No. 10) None holding of DPC for OTBP/BCR promotion.
DPC for OTBP/BCR promotion in conducting by territorial SSA. Due to this all the related cases are delayed. Instead of that DPC can be conduct by concerned Account unit and copy of the minutes can be sent to the territorial SSA for early settlement of the cases.

Hence Union demand that the old procedure is to be followed again to avoid delay.
Item No.11 Booklet of Pension forms.
Booklet of all the pension forms is to be issue to all the concern employees along with the list of the
retiring employees. Booklet must be concern all the required pension forms and the same is printed properly.
Hence Union demand that booklet of pension forms must be issued to the retiring officials well in time.

Item No.12) HR Package.
Live balance particulars are not incorporated in the salary slip.
Hence, union demand that leave particulars (E/L, HPL) may be shown in the salary slip of the official working in WTR.

Item No.13) Transfer under Rule-8.

The official who have applied for Rule-8 transfer are facing lots problem for getting transfer. Many of the cases are still pending in WTR.

Hence, Union demand that WTR Management must concern with territorial circle to settled the log pending cases. e.g.
1) Shri S.M.Wasnik, Sr.TOA (G) OFC Nanded. Under DGM NP. (WTR Nanded to Nagpur WTR)
2) Shri Radakrishnan, T/M OFC Gwolier. Under GMM BPL (Itarsi to Gwolier WTR)
3. Shri B.S.Dani, T/M Kopoli, Under DGM (SM) Thane, Rule-8 (Kopoli to Nashik WTR)

Item No.14) Woollen Jersey.

Woollen Jersey supplied to the staff are of different rate in different circle SSAs.

Hence, Union demand that unfortunately of rates to be maintained in WTR.

Item No.15) Winter Uniforms.
Winter Uniforms are nit provided in time to the concern officials. Same times it provided after the winter season.
Hence, Union demand that winter uniforms must be provided one month in advance before winter starts.

Item No.16) Cast Certificate of ST Candidates.
It is Known that cast certificate of some of the Members are lying with V.O. O/o CGMM Mumbai. All these certificates are kept for cast verification since, last 2-3 years and not returned to concern official till date. In same places Original certificate is to be produced as a proof of cast. At that time without original certificate work is held up.

Hence, Union demand that the Original Cast certificate is to return to the official. Who have asked for with assurance of return in specific period of time.

Item No.17) Delay in Monthly Salary Payment of DGM (SM) Thane.
Since from last few months’ staff of DGM (SM) Thane, are getting monthly salary very late. Particularly those having A/C Bank of India Thane Branch are getting salary payment very late ie.1st week of the next month. Due to these staff are facing many problems. This issue had been taken in LCM meeting of thane as well as this was brought in to the notice of DGM (SM) Thane. But the officer had not taken any steps to solve this problem. So staffs of DGM (SM) Thane are very frustrated.
Hence, Union demand that immediate action is to taken to solve this problem and fixed the responsibility to the officers.
Item No. 18) Cases of Casual Labours/TSM to appointment as Regular Mazdoor.
Same of the casual labours working in WTR have still not got posting Regular Mazdoor.
Hence, Union demand the case may be taken to the CO. office and settle the issue at the earliest.
The log pending case as are follows.
1. Shir Salim Omer Quareshi, (TSM) Gandhidam. O/o DGMM Rajkot.
2. Shri R.K.Rajak, (TSM) OFC, Jagdalpur. O/o DGMM Raipur.
3. Smt. Panchfula Ashok Sawate, TSM OFC Nanded.

Item No.19) Posting of TMs after completion of training - case of DGM JB.
Same of the officials have completion of training of Telecom Mechanic not got posting of TM till date.

Hence, Union demand that WTR Management as to concern with territorial circle and issue the posting order as TMs immediately.

1) Shri OM Prakash,
2) Shri Mohanlal Yadav,
3) Shri Sukachand Guattam,
4) Shri Keshav Howare.
5) Shri Abdul Razak

Item No.20) GSM connection to Motor Driver in Western Telecom Region SSA.
All Motor driver may be issued GSM connection in WTR SSA most of M/drivers are not issued GSM connection.

Hence, Union demand that M/Drivers in WTR may be issued GSM connections on top priority basis.

Item No.21) Sanction of WLL in Western Telecom Region.
i) Eligible Telecom Mechanics are not given WLL connection in WTR as per BSNL CO. guidelines. Even though the sanction for the same already issued but due to non-availability of instruments WLL not provided to SSAs.
II) GSM connection to the Telecom Mechanic of OFC route in Dist./Circle office, all the Telecom Mechanic are having service WLL connection in WTR sub-region in MTNL/SSA area, the field staff who are working in different SDCC, SSA under DE M/W and OFC falls under different SDCA. In the critical situation, it is very difficult to contact with superiors through WLL without having “0” facility. Working at route party has to go beyond 30 Kms. distance were this WLL cannot use due to non availability of range. Also the concern official cannot report to his superiors about the fault.

Hence, Union demands WTR Management must consult with Territorial circle to provide WLL and GSM connection. Also WLL connection is to be given with “0” facility.


Item No. 22) No circulation of any circulars/orders related to staff matters to
the CCM/LCM Members of DGMM Pune.
It is observed that all the important circulars are not getting by any of CCM/LCM Members. As per the order of CO. office all CCM/LCM Members must get one copy from the administration. But this procedure is not followed in WTR, Also DGMM Pune had refused to accept this point raised in LCM Pune meeting.

Hence, Union demand that this procedure must be followed in all the SSAs.

Item No.23) Record Room in Western Telecom Region.
It was decided in last meeting but no action has been taken so far.
Hence, Union demand that provisions of a record room in WTR is made immediately wherever required.

Item No.24) Infrastructure in all Union Offices in Western Telecom Region.
BSNL CO. has issued order No.BSNL/5-1/SR/2008/Vol.II (ii) Dated, 27th January, 2009 for permission of infrastructure in union office. But the same has not been followed in LCM Union offices in WTR.
Hence, Union demands that necessary orders may be issued to provide infrastructure to all Union offices in WTR.

Item No.25) NO Permission for conducting Meeting in the conference Hall of WTR (HQ) PDI.
As per BSNL Co. Guidelines Vide lr.no BSNL / 5-1/SR/2008 /Vol II (ii) dated 27/1/09 ,
Recognised union are permitted to conduct Meeting.WTR Management Mumbai has not permitted to conduct Union Meeting in the conference hall of telephone house during lunch hours. As there is no proper place available except Conference hall to conduct a union Meeting.

Hence, Union demand permission may be granted to conduct any Union Meetings in Telephone House Conference hall whenever required.

Item No.26) Compliance report
Whenever recognised Union write letter to Management, no reply is given and also no action taken on this issue asked.

Hence, Union demand immediate action is to be taken and reply of the same is to be given immediately.

Item No.27) Disciplinary action against of two Motor Drivers and Officers in Thane unite.
No disciplinary action had been taken against two Motor Drivers and Officers who are involved in
Thane unit even after submission of sufficient evidence against two M/Ds working in DGM (SM) Thane.

Hence, Union demand that displinary action may be taken against officers involved with case also
action against the M/Drs directly.

Item No.28) Disciplinary Action of Shri P.K.Jain, DGM JB.
In DGM JB office same incidents had taken place in which so many charges were made against
DGM JB. All the charges were very serious.
Hence, Union demand that inquiry committee is to be formed to investigate all the serious charges and
Disciplinary action is to taken guilty official if it found true.

Item No. 29) Shri K. Ashok, SDE M/W Tuljapur making harassment of the Staff.
Shri K. Ashok, SDE M/W Tuljapur, have started to make harassment to Residential and office staffs once again. Also he is using bad language against the staff. He is working at Tuljapur and staying WTR Quarter in Solapur.
Hence, Union demand that vacant his quarter to get relief to the staff and officers.

Item No.30) Provision of List of officers more than 10 Years.
List of the officers working in WTR more than 10 years is to issue immediately. It is observed that most of the officers are working for more than 10 years at same place.

Hence, Union demand to issue the list of officers working in WTR for more than 10 years at one station.




Item No.31) CVC Guidelines.
CVC Guidelines issued by BSNL CO. Lr. No. 22-19/2008-VM-II Dated the 03/12/2008. Has not followed in Western Telecom Region.

Union demand that same CVC Guidelines may be followed immediately in WTR.

Item No. 32) Shri B. T. Sirsat T/M working as stations arranged both the duties of
office as well route.
Shri B.T.Sirsat T/M working in Satara division was attending route faults. But due to not availability of TMs in station administration was used his service for office work also. As per the rule the official of route must get rest of at least 8 hrs. But he was not allowed to take rest after attending the faults. Which result his death due to severe Heart attack.

Hence, Union demand that strict rule is to be followed for the officials working on route. They must get 8 hrs. Rest after attending faults and they should not use for office work.

A special Circle Conference of BSNLEU, C.O. Circle Branch was held on 5th February, 2010 at “Conference Hall”, 9th Floor, BSNL C.O., New Delhi at 13 hrs. Comrade K.R. Yadav, Vice President (CHQ) presided over the meeting. Com. V.A.N. Namboodiri, General Secretary, BSNLEU inaugurated the Special Circle Conference. Com. Biplab Das, Org. Secretary (CHQ), Com. Mir Nisar Ahmad, Circle Secretary, J&K addressed the house. After discussion new circle office bearers were elected unanimously. Com. Sheesh Pal, Com. Arvind Kumar and Com. Kamal Deo Shah were elected as President, Circle Secretary and Treasurer respectively. More than 150 employees of the Corporate Office attended the conference.

[04.02.2010]Meeting with CMD, BSNL:- Com. V.A.N. Namboodiri, General Secretary along with Com. R.S. Chauhan, All India Org. Secretary BSNLEU met Shri. Kuldeep Goyal,CMD BSNL and discussed the following issues:

Wage Revision :-The Union demanded that the agreement on Wage revision be implemented early. CMD stated that Management Committee has approved the same and it will be placed before BSNL Board in its meeting to be held after 20th February 2010.

Promotion Policy:- The union requested that the promotion policy be implemented without approval of DPE since it is already much delayed. Union suggested that promotions other than 9200 pay scale be implemented. The latter can be implemented after approval of DPE. CMD agreed to consider it favorably.

Anomaly Committee:-The delay in implementation of the Anomaly Committee report was brought to the notice of CMD . He stated that he will look in to the matter for early settlement.

Prime Minister Manmohan Singh has asked the Department of Telecom (DoT) to discuss the BSNL tender with the Sam Pitroda Committee.

The 93-million GSM tender is in the eye of storm and had been put on hold after the Central Vigilance Commission (CVC) ordered a re-tender.

On January 29, Telecom Minister Andimuthu Raja had written to the Prime Minister asking his intervention on the issue, and said the tender was crucial for “BSNL’s future”.



The PM, it is learnt, has asked the DoT Secretary to place the CVC letter before the committee and has urged the committee to discuss the matter urgently.

Incidentally, the Sam Pitroda Committee also includes, apart from banker Deepak Parekh, the DoT secretary himself.
